Research On The Development Model Of Fishing Harbor Economic Zone

The development of marine resources and marine economy is the direction of the world economic development and the main areas of national economic competition in the future. But the marine economy development of our country has not reached the world advanced level, and lack of the platform and carrier to promote the development of marine economy is one of the important reasons. With the entry into force of the relevant foreign fisheries agreements, the development space of marine economy in our country, especially the fishery space sharply curtailed. Facing the serious situation that a large number of fishermen’s employment and living stress is weighing more and more heavily after that, some coastal areas of our country, like Zhejiang province and Guangdong province, take the lead in put forward building economic development model in fishing harbor zone for marine resource development, which is based on fishing port and fishing town. Building the economic development model in fishing harbor zone, that is of profound significance for building platform of fishery industry, optimizing marine industrial structure, and of vital means on accelerating the pace of marine economy, fully building up a well-off society. In view of the fishing port economic zone having advantages in marine resources development and economic development, study the development pattern of fishing port economic zone, and how to build and optimize it. became one of the focus of the research in this field.Based on these aspects, by using the interdisciplinary research methods combining theory and practice, empirical analysis and normative analysis, and the theory of fisheries economics, regional economics, and sustainable development, and the paper actively studies the economic development model of our fishing port zone.By studying literature review related to the economic development of fishing port zone at home and abroad, the paper clarifies the context of its. summarizes the advanced economic development experience of international fishing port zone, analyzes the present development situation of Chinese and deficiencies in fishing port economic zone, and aims to put forward development model for China’s fishing port economic zone, and test them in the practice of building fishing port economic zone in China. To this end. the paper guided with the regional economic theory, industrial economic theory, sustainable development theory, firstly, starts from elaborating concepts and theories of fishing port economic zone, and analyzes the development characteristics and practical significance in construction of the fishing port economic zone. The second step consists of two parts:Chapters III and Chapters IV. The third chapter summarizes the experience of developed and developing regional about fishing port economic zone, derives several internal law on building fishing port economic zone development model from aspects of policy support, layout, management system, financial security, and other non-governmental organizations; Chapter IV through field research, case studies, access to archives and other methods, reviews of the development process of fishing port economic zone of individual regions, summaries and analysis the development status quo of China’s fishing port economic zone. The third step summarizes the existing development model of fishing port economic zone, and presents four development model of fishing port economic zone:the traditional industries dominant model, the aquatic trade dominant model, leisure industry leading model, and the model the that government plans to promote, and analyzes the determinant key factors in selection of the development mode. Finally, based on the overall research, the paper clears the guiding ideology and overall objectives in building the development models of fishing port economic zone in China, and from the point of view of construction and optimization the development model of fishing port economic zone, this paper proposes some suggestions, which have reference values.The construction of fishing port economic zone provides new opportunities and platforms for the development of China’s maiine economy. The research literature on layout oi fishing port economic zone, building of multi-purpose fishing port, and development of recreational fisheries are numerous, but the relevant literatures abont development mode of fishing port economic zone are very few. The innovation of this paper is to put forward the four major development models to build fishing port economic zones, and put forward same optimization measures and recommendations.
