Research On Ecological Compensation Mechanism Of Henan Province’s Farmland

This paper mainly considers the service beneficial to human of the farmland ecosystem in Henan province. Such as product supplying services, food security service, old-age security services, job security services, releasing oxygen service and carbon sequestration service. On the other hand we also research the negative impact of water pollution. Considering the importance of food production, we put forward a new calculation method on food security service value. On this basis, combining with the existing calculation method of the ecosystem service value to evaluate the value of seven service of Henan Province since the main body function area division from2011 to 2013.The results show that in the past three years, the value of food security safeguard function provided by Henan farmland ecosystem is about 9141.06 one hundred million yuan,old-age security function service worth about 339.31 one hundred million Yuan, employment guarantee function service worth about 7217.51 one hundred million yuan. The sum of the three are 1167.89 one hundred million yuan.Releasing oxygen service value were respectively 1139.67 one hundred million yuan, 1170.57 one hundred million yuan and 1187.87 one hundred million yuan and total of 3498.09 one hundred million yuan in the last three years. Carbon sequestration service value were respectively 834.3 one hundred million yuan, 856.92 one hundred million yuan, and 869.58 one hundred million yuan and total of 2560.80 one hundred million in the last three years. Negative impact on water pollution value is about 40.30 one hundred million yuan, 14.31 one hundred million yuan, 20.30 one hundred million yuan. Three years total about 74.91 one hundred million yuan. To sum up, in addition to the product supplying services, farmland ecosystem in Henan province from 2011 to 2013 calendar year comprehensive service value were 7219.87 one hundred million, 7674.30 one hundred million,and 7784.96 one hundred million yuan.total of 22679.13 one hundred million yuan in the last three years.On the basis of the above-mentioned services value accounting, we use the method this article discussed to Calculation of ecological compensation standard. The results show that regard Lessing of the product supplying services, the land ecological compensation standard of Henan province is respectively, 110.38 yuan/mu/year, 136.67 yuan/mu/year, and 160.15 yuan/mu/year from 2011 to 2013. This Compensation standard can not get the ideal effect basing on experience judgment. Investigate its reason one is due to this research cowers the service type is too single, not accounting comprehensive service value of farmland ecosystem in Henan.
