The Research On Land Ecological Compensation Standard Of Shandong Province Based On Ecosystem Service Value

As a large agricultural province,Shandong Province is the third one in terms of the total area of arable land,and the proportion of arable land in the total area of the province is also relatively high.However,the population base of Shandong Province is relatively large,and the per capita arable land area is less than the national average.The pressure of cultivated land cannot be tolerated.The accelerating process of urbanization and the people's blind pursuit of short-term economic interests value the economic value of arable land,ignoring the ecological value of arable land,excessive use of chemical fertilizers and pesticides for arable land,and unreasonable and inefficient utilization of arable land.Severe pollution of groundwater,resulting in the remains of toxic substances,serious damage to the land composition and structure,beyond the tolerance of arable land,a serious threat to the ecological environment and human health.In addition to the economic value in the traditional sense,there is still some intangible unmeasured ecological value.In order to tap the potential value of arable land,the ecological value was quantified in currency and more comprehensive protection of arable land was achieved.Based on the ecosystem services value theory,the ecological value of arable land in 17 cities in Shandong Province from 2007 to 2016 was measured.In ten years,the arable land ecology in Shandong Province was calculated.The value of services showed a trend of increasing volatility;a model of cultivated land ecological footprint was established to measure the ecological footprint and ecological carrying capacity of cultivated land in 17 cities in Shandong Province;the steady increase in the ecological footprint of cultivated land and the continuous decline in the ecological carrying capacity of cultivated land led to the cultivated land in Shandong Province.The situation of ecological deficits is getting more and more serious.At the same time,combining the priority of arable land ecological compensation,a quantified model of the arable land ecological compensation standard in Shandong Province has been constructed.The quantified standard amount of arable land ecological compensation in Shandong Province has been formulated,and priority is given to the area where arable land ecological compensation is given priority.Dongying has received ecological compensation of 0.004 billion yuan and 0.11 billion yuan.Jinan,Qingdao,Zibo and Weihai have taken the lead in compensation.The compensation is: 187 million yuan,149 million yuan,0.53 billion yuan,and 0.08 billion yuan.Heze and Dezhou Should be based on their own circumstances to reduce the amount of compensation;on the compensation The implementation process puts forward suggestions,mainly including compensation and payment in strict accordance with the priority of compensation,increasing propaganda to increase awareness of the ecological compensation for cultivated land,improving the legal system,establishing a special system of cultivated land ecological compensation,and managing and controlling the operation of funds.What is more important is the establishment of social supervision.The evaluation feedback mechanism guarantees the smooth implementation of ecological compensation for cultivated land.
