Water is the source of life. All living things on earth are inseparable from the water. Our country is one of 13 water shortage countries in the world, which is far below the world average per capita water capacity. With rapid economic and social development, people’s demand for water is increasing quickly. Chinese water management system is bull management. It is not conducive to optimize the allocation of water resources. Domestic academic circles have seen the ills of water management system in our country. They have a certain consensus to explore the direction of the water management system reform. First of all solve the problem of water resources to realize the sustainable development of water environment. Secondly to establish a unified management system which is break the interest multi sector disputes. Finally,the water resources management system to promote the prosperity to meet the needs of the rapid urbanization in China. In recent years, significant results were obtained in parts of the city water integration reform in our country. To realize integration of water management is one of the important means of solving water scarcity.In the paper, the author use of theoretical research results at home and abroad, from the problem of water resources management system in our country and the concrete practice of water reform. By participating water affairs reform in Ningbo, the author inspected the water situation in Shenzhen and Xi’an. The author contrast the successful practices and the existing problems, combined with the actual conditions of Ningbo, to analysis of the current problems and reasons existing in the management of water. The author think to establish a unified water resources management pattern, clear the responsibilities and improve the water of law system in the existing national system and legal framework. The author also thinks it is beneficial to urban water resources optimal allocation and effective use. It is beneficial to save and protection management to improve the mechanism of water price forming mechanism and water industry investment. It is beneficial to strengthening social supervision and public participation. It is helpful to improve the efficiency of the development and utilization, ease and overcome the contradiction between supply and demand of water resources. It is also helpful to provide a safe water supply and good water ecological environment, to realize the sustainable development of economic and social.
