Water resources is the foundation to the forming and developing of cites. Each city must have the ample water as guarantee qualification for its sustainable development. The zone of cities is relatively small, the area of collecting rain water is also small and the water resources produced by itself is limited. But the economic scale of cities is very huge, simultaneity the cities possess dense population and highly thick spot pollution. So the request for anti-flood need highly standard, the guarantee of water supply by cities is difficulty and the mission for anti-pollution is important. These backgrounds have raised the new demands for the sustainable development and the management of urban water affairs. Urban water affairs is the important foundation to the construction and improvement of modern cities, which including several parts such as: the development, use, management, distribution, conservation of urban water resources , protection of flood control, water resources planning and construction, water supply, water use, drainage, pollution prevention and control, sewage treatment and adjusting water activities. Seriously doing better of the urban water affairs has far-reaching realistic and historical significances to realize the magnificent objective of modernization in the new century, which for insuring the protection of flood and water supply, for protecting the water resources and water environment, for the sustainable development both in cities and rural areas through the sustainable use with regional water resources.Despite decades of efforts since the founding of New China, urban water conservancies have made great progress and basically meet the water demands by the industry and urban life .But there are still many problems in urban water affairs such as : the increasing water shortage in cities, the urban water environment deteriorating, the management system by several public administration, the coexisting phenomenon of water wasting and shortage, the inadequate investment of water facilities, rational system of urban water price has not formed, lag in the information technology of urban water management etc. Through carefully researching we could find that there are many obstacles in the operating mechanisms of urban water affairs.
