Research Of The Management Patterns Of The Institutional Frame

With the rising growth of the China economy power in recent years, and affected by peripheral international situation, China military enterprise faces significant challenges to the heavy task under a strict requirement of high quality. Built in the 1950 s, China military enterprise can’t meet with the development and the requirement of project research with the original enterprise competence at the present stage. In 2009, Chinese government launched technical renovation projects to improve ability of production and R&D of the military enterprise.The projects aims at improving the ability of core competition of military enterprise through the adjustment of industrial structure.When much research effort was paid into the research of technological transformation project, project management level of military enterprise has failed to keep pace with the needs of increasingly development. Some enterprises pay less attention to the management of technological transformation projects, there are the current problems such as structure deformity, the unclear responsibility, the absence of an organizational hierarchy and ineffective people management, which bring about a lot of adverse affection on project implementation.Institutional frame, witch is sometimes referred to as type of an organization, reflects the structure form of combined production factors, namely include the horizontal and vertical division of each function in the management activities. It runs through the entire progress of project management activities. Based on the theory of Work breakdown Structure( WBS) and considering the exist problem, this paper puts forward optimizing management patterns by analyzing the management content and requirement of the military enterprise technical renovation projects through the life cycle and the project management features.Establishing and improving the institutional frame of project management,by defining responsibility of the related departments and optimizing business processes, ensures the quality and progress of the technical renovation projects with cost control to get play to maximizing the expected benefits with the least delay possible。...
