As the acceleration of Chinese Urbanization, the new cities are built and Large and medium-sized cities happen to be reformed,which impels the quick development of certain industry, such as real estate development, the scale of engineering construction industry and development of product standard.The improvement of industry access standard, the resource marketization degree and market competition needs corporation to be better.The paper analyses the external environment and internal conditions of the China Resource Construction Corporation(short for CRCC), how to make the development strategy to improve the effectiveness of management decision and improve competition.CRCC realizes the intensive growth during the past three years through the key competition ability, defining product category and strategy target.The paper uses the basic theory of strategy and strategy tools, analyses the external environment of CRCC by PEST, and discovers the opportunity of development. Five forces analysis model will define the status of company in the industry,improve the competition by formulating proper strategy, and find the potential advantage by estimating internal resource.SWOT will analyses the advantage, disadvantage and opportunity and risk, which can give suggestions.CR is good at quality, safety management of commercial project and project experience of complicated project. However there are some problems like lacking of understanding of new construction market and management resource, and the cost control is not effective.The multiple business form based on the project management and general contracting business is to meet the different demands, which also increase the difficulty of internal management.CR needs to define the key business in core cities with the adjustment of business district, customer demands and the ability of resource organization.CR owns 10 department, 6 regional branches and 3 business departments with 980 employees. The regional branches is the way to control multiple project and concentrate regional resource.The direct management of headquarters departments improves the efficiency of the financial and human resource control.In the aspect of key competitiveness, CR insists on creating owners’ value and professional management,strengthens the project management ability, and eliminates the influence brought by the management dilution. The target is to improve the ability of cost management, transfers “cost &commission” to “target cost & reward &punishment”, and to enhance the awareness of cost management through business bid.The development strategy of China Resource Construction Corporation will be revised according to the above-mentioned information.
