| In recent years, livelihood of land-lost farmers has become a critical issue which should be handled cautiously in the course of urbanization and is a great challenge for each practitioner who is contributing to the urbanization of China.In such a severe context, both the central and local governments have taken measures to safeguard the life of land-lost farmers, which, to some extent,relieved the living pressure of the farmers. Some progress has been achieved in the compensation and social insurance for the farmers. However, the related policies of compensation and social insurance are always made afterwards. The land-lost farmers cannot enjoy all their rights and their production activities and life are not stable due to the public policy focusing on economic development,insufficiency of policy, inharmonious system and the limitation of the farmers,etc.The paper researches on the policies for the land-lost farmers in Nantong and digs into the profound causes for the unsustainable development of the land-lost farmers using the theories of development-based public policy. The difficulties and challenges of development-based public policy in providing social welfare will be analyzed from the aspects of policy value and process of policy-making. Imperativeness to transform the development-based public policy and the principle orientation of the transformation will be explained.Based on that, some measures for establishing a sustainable development system for the land-lost farmers will be suggested to ensure the long term livelihood and future development. |
