With the rapid increase of the large-scale projects,the development of the economy and society have been promoted.But some negative effects have also been brought.The problems of landless peasants exposed in the context of large-scale engineering have led people to reflect on traditional land-lost peasant research.Previous studies on landless peasants focused on remedial measures after the problems appeared,and seldom thought about how to avoid or reduce problems.In order to solve such problems from the root,the focus on the impact of large-scale engineering construction on land-lost farmers and the assessment of the future livelihood status of the land-lost farmers in the stage of project decision-making and the social impact assessment of the project is needed.In order to achieve such a pre-judgment and assessment,this paper will introduce the sustainable livelihood approach designed to ensuring the continued well-being of peasants into social impact assessment.The paper firstly demonstrates the necessity and feasibility of applying sustainable livelihood methods to social impact assessment by analyzing sustainable livelihood theory and the impact of large-scale projects on land-losing farmers' livelihood.Secondly,a sustainable livelihood assessment model for landless farmers under the impact of large-scale projects was constructed.The evaluation model was constructed using a theoretical deduction method.Based on an analysis of the four international sustainable frameworks for sustainable livelihood analysis,the sustainable livelihood analysis framework(DFID framework)proposed by the DFID was identified to be the most suitable framework for social impact assessment.Based on the DFID framework and the logic of sustainable livelihood assessment for land-lost farmers under the impact of large-scale projects,the sustainable livelihood assessment model(SIA-SL assessment theory model)and the assessment experience model(SIA-SL assessment experience model)for landless farmers under the impact of large-scale projects are constructed.The SIA-SL assessment theory model is more suitable for long-term dynamic tracking assessment of the livelihood of land-lost farmers under the impact of large-scale projects and the design of late support policies.The SIA-SL assessment experience model is more suitable for predictive assessment of the future livelihood and the design of the demolition,resettlement policies and improvement project plans.In the context of rapid participatory assessment of villages,SIA-SL empirical models can often be more applicable.Subsequently,the quantified assessment variables and measurement index for sustainable livelihood capital of the landless farmers were summed up and summarized.They are supplemented and enriched on the basis of existing research findings.Next,the data acquisition methods,data processing techniques,and data analysis processes involved in the evaluation are discussed.Finally,the Minghu project was selected as a sample of sustainable livelihood assessment.The detailed process of the application of the SIA-SL evaluation experience model was presented.This study proposes an empirical model for sustainable livelihood assessment based on the "Drimatic Duration Comparison Method".This method selects similar community.The comparison of the two communities are made to insure that they are similar before the similar projects.By referring to the social impact of the similar development projects on the control community,it is expected to assess the social impact of the expected changes in the community.After that,an early management is to be achieved.
