Research On Unemployment Insurance System Of China Based On Urban And Rural Overall Development

Up to now, the unemployment insurance system of China has made a series of accomplishments. But at the same time, the problem of urban-rural system division and the huge gap between their treatment is becoming obvious. This hinders our country’s industrial structure adjustment and the further deepening of economic reform. Unemployment insurance(UI for short), as one of the pillars of the social security system in China, its protecting ability is directly related to the lives of workers, and will affect the integration of China’s urban and rural construction. Therefore, this article selected China’s UI system as the starting point of research, among which the treatment differences between migrant and urban workers because of different system models is the main content.UI system in China started relatively late, and because of the influence of the dual structure in the early founding stage, it formed a unique system that’s different from those in western developed countries. Scholars in China has made a lot of fruitful research on UI system, however, the comparison among the effect of our country’s different current UI modes is relatively lacking of cognition. This article first discussed the related theory of UI, making its connotation and characteristics clear, introduced its development course, and explains related basic theories such as urban and rural overall development and labor economics, which provided a theoretical support for the research.Secondly, analyzing based on a variety of yearbooks published by the authorities which carried the related data, this paper showed the current status of China’s urban and rural UI operation by charts, and emphatically pointed out the gap between rural and urban areas, which mainly displays in four aspects: the serious ‘fragmentation’ of the system; the low rate of UI among urban and rural laborers, which is lower among rural migrant workers; a narrow range of UI funds and the difficulty for unemployed migrant workers to safeguard their legal rights. And, based on the perspective of urban and rural overall development, this paper analyzed the reason of the differences from four aspects: the macroscopic system, human resources, employment feature and survival and development. Using quantitative analysis to pick out the influencing factors which might affect migrant workers’ possibility to participate in UI, and found that system factor also plays an important role.Finally, based on former analysis, taking the example of advanced experience of UI system from America, Germany and Japan, and combining the present situation of our country, this paper put forward countermeasures and suggestion of implementation UI from urban and rural overall development point of view, and planned the long-term development of UI.
