Migration is the demographic process that links rural to urban areas, generating or spurring the growth of cities. The resultant urbanization is linked to a variety of policy issues,spanning demographic, economic, and environmental concerns. With the development of economic and social and the flexible in the system of traditional household register, large number of rural surplus labor transfers from rural area to urban area. Their motive is changing from survive to development, and their desire to integrate into the city is strong.So promoting them involved in the city and realize citizen is an irreversible trend.Social insurance participation is one of the means to achieve social integration. China's new Social Insurance Law, which took effect on July 1, 2011, established the first national,basic social insurance framework for employees across mainland China. The law requires that all employers in China enroll each employee in five insurance programs: basic pension;basic medical insurance; work-related injury insurance; unemployment compensation; and maternity insurance. The law also aims to set up social insurance programs for non-employee urban and rural residents, eliminate discrimination in social insurance registration based on an employee's household registration status,and facilitate the transfer of personal social insurance accounts across provincial jurisdictions. In recent years,the government's social insurance policy has been redesigned to include migrant workers in the current insurance schemes and to offer them better protection.There is no doubt that ,social insurance participation is the important facility of rural migrant workers to have their own rights like their entitlement to sign a labour contract with their employers and protect the vital rights of them . Promote social integration not just by including them in the city life but also at the institutional level, in particular, the exclusion of rural migrants from urban welfare and social security coverage. However, the participation of the rural migrant workers in the various schemes of social insurance is weak and insufficient. The participation rate is still extremely low and numbers of migrant workers are increasingly high.In this large social background, this article conducts an empirical survey on the status and influencing factors of the social insurance participation of rural migrant workers and compares it with urban workers. We are abstracted first,that the labour contracts have a positive effect on rural migrant worker social insurance participation? Second the labour contracts have more influence in social insurance participation than hukou type? Third, we have examined and compared between rural migrant workers and urban workers' labor contract status relating to their participation in social insurance schemes individually,including pensions, work injury insurance, unemployment insurance, medical insurance,maternity insurance and the housing provident fund.This article mainly uses the quantitative analysis method to carry on the research, the survey object includes rural migrant workers and urban workers. Intend to start from pension,medical, work injury, maternity, unemployment and housing fund The survey collected by quota sampling, using a questionnaire to collected data, this paper using the SPSS19.0 software, using frequency analysis, crosstab analysis and a binary logistic regression as a comparative analysis of the rural migrant workers and urban workers willingness to participate in social insurance schemes and labor contractsThis article is based on comparative analyses which compares the status and influencing factors of the participation potentiality, between rural migrant workers and urban workers,and try to make Suggestions to promote rural migrants' social insurance participation.Among our key results are that, urban workers are more presumably take part in social insurance than rural migrant workers, This study proved that having labour contract is a determinant factor of increasing the participation across all of the above insurance schemes,but urban workers with a labor contract have roughly higher participation in social insurance than rural migrant workers with a labor contract . Urban workers or rural migrant workers having a labor contracts have a more noteworthy chance to take an interest in social insurance than rural migrant workers or urban workers without a labour contract. Therefore the study found that rural workers participation in all schemes is less than urban workers participation in Hubei province also it was noticed that rural migrant workers participation in housing providing fund is less than urban workers. And also the study revealed that rural migrant workers have less opportunity to sign a labour contract than urban workers.So in order to strengthen and support social insurance participation of rural migrants I recommend first that the local governments should put policies in place that increase the awareness of rural migrants about the important of social insurance to them because most of them have not any idea about this system. Second, their wages should be increased so they do not feel the payments to social security and the others who did not participate yet to get encouraged and motivated to it. Third, Rural migrant workers should be given a long term labour contracts to ensure an employment and social insurance benefits Fourth, the government should put and apply more policies that promote and support social integration between urban and migrant workers in the city and all of the above will enhance the development of the country overall.
