Shandong is a major marine and fishery province in China. There is vast of maritime space and rich of fishery resources, therefore the marine and fishery play a strategically important role in the development of the economy and society of the whole province. However, since the mid twentieth Century, the long-term intensive and single fishing leads to the recession of fishery resources. The quality and quantity of the fishing declines seriously. At the same time, with the rise of the industrial development in coastal areas and the marine related industries, the pollution of marine environment gets more and more serious: the green tide and enteromorpha prolifera appears, the nutrient is out of balance, the spawning ground is being vestigial, the habitat and the living environment of marine life is changing and being destroyed. All of those have significant effect on the production of fishery. The state and Shandong Province take a series of restrictive measures, such as the introduction of prohibited fishing areas and the midsummer moratorium system, the implementation of marine fishing yield "zero growth", "negative growth" plan, encouraging distant fishing, etc. which play a positive role in alleviating the fishery resources decline. But the problem of the resource in the reduced cannot be solved fundamentally.The proposing of the concept of the marine ranching in China and the foreign successful experiences help us to exploit more new development directions and spaces: Based on artificial fish reef and algae in aquaculture fishery resources to carry out the construction of habitat environment, as well as to put artificial stocking. At the same time, carrying on the effective management with scientific means, and creating artificial fishing grounds, in order to achieve resource recovery and the improvement of the environment.The research which is based on the definition of related concepts and summarizes, compares with mature experiences of Japan, South Korea, and other foreign countries, meanwhile, learns from Guangdong and Liaoning province, to find the existing problems, in order to put forward corresponding suggestions for promoting the development of Shandong province’s marine ranching. Finally, according to the trend of the development of marine ranching, the result is that the leisure sea fishing industry will is the comprehensive utilization and improvement of marine ranching.
