With the deepening of market-oriented reform, enterprises must to establish the perfect enterprise system and improve the company’s management level to survive in the fierce competition. As the backbone of China’s economy, State-owned enterprises should be the model in the tide of competition. In order to realize the sustainable development of quality and efficiency, China’s oil and natural gas pipeline company attaches great importance to the human resource management and talent strategic reserves. They have implemented a series of measures of the performance management, but the effect is so far from the goal they expected.Firstly, this paper investigated the situation of performance management of China petroleum pipeline company. It analyzed the problems existing in the performance appraisal, including: the unclear about the concept of performance appraisal and lack contact to the strategic goals; it has no specific analysis to the specific jobs and lack integrity evaluation system; there is no public feedback mechanism. The above problems are hindering the development of the company. It is badly in need of a set of scientific and reasonable performance appraisal system to ensure corporate strategic objectives.Secondly, we conducted a more perfect design to the performance appraisal of China petroleum pipeline company. Including: one is to determine the company’s performance appraisal target and principles and make it clear about the performance appraisal main body and cycle; designed the performance appraisal indexes and weights respectively from the company level, department level and staff level; according the different departments, post and progress review to design the conforms to inspect their work.Finally, in order to ensure the implementation of the assessment in the process of practice. we set up a series of security measures, including incentives, feedback mechanisms and information management systems.
