In the Internet age connecting the world, human resource management has been developed from the traditional "the strategy determine organization, organization map determine talent map", to the "vision drive talent, talent drive strategy". Visibly, it is important for any enterprise to cultivate a fish of talents who can drive strategy under the vision blueprint. However, many businesses will not organize training activities because of the invisible value to enterprise. Consequently, it’s very important to construct a systematical and practical training effectiveness evaluation index system. Aiming at the management training, one kind of straining which is comparatively important to companies and can Improve its comprehensive strength, this paper makes efforts to design an evaluation model of management training effectiveness which is Strategic orientation, practical and measurable based on the Balanced Scorecard framework.The selected object of the research paper is company M. Firstly, the author reviews the related theory foundation, and collects a set of management training effectiveness evaluation index system commonly used in enterprise through the study of a large number of references. In order to make them more scientific and practical, the author modify and improve the training effectiveness evaluation index system by the interviews with experts and the questionnaire survey. Secondly, combined with the training activities held by company M in November 2014, the complete model is established with weighted indexes, this paper use the expert scoring method and analytic hierarchy process(ahp) to set the weights. In order to verify the practicability of the model, this model is used in the training activities held by company M in November 2014 to take a effect evaluation, and then the evaluation results are analyzed. Finally, this paper summarizes the research conclusion, and put forward the research deficiency and the future research in the future.The training effect evaluation model based on the balanced scorecard may provide a brand-new thought for the actual training activities of the other companies, but the composition of index system and the weights of every index in the index system are different as the firm is in different stage, Only flexible use this model according to the actual circumstances of the enterprise, can it effectively measure the training effectiveness of the enterprise.
