With the increasingly fierce market competition, the number of human resourcesbecomes to be a powerful weapon which can help company build the enterprisecompetitive advantage in the market competition. Staff training is increasingly causingmanagers attention, put a lot of resources to carry out related work, and also achievedsome results, but training effectiveness evaluation value is still not attracted theattention managers relative to other sectors in terms of training delivery. The authorscollected the scholars theoretical results on training effectiveness evaluation, cleareddefinition of training effectiveness evaluation, characteristics and significance,researched the Evaluation model for Kirkpartrick, CIPP evaluation model and theirexpansion, introduced basic principles of the Balanced Scorecard; introduced thecompany’s employee training management from the training needs analysis, planning,implementation and assessment, thought the problems in training mainly in the lack ofdetailed assessment criteria, relatively simple training and lack of a scientific trainingevaluation process system evaluation methods, pointed out the main reasons contributingto this problem lies in inadequate attention to the company leadership, trainingevaluation in understanding the existence of errors, and the lack of human resourcesprotection; on this basis, analyzed the necessity of building training evaluation modelbased on BSC theory, discusses the ideas, processes, and specific content of evaluationmodel based on BSC, calculated the specific weights of immediate reaction dimension,the dimension of theoretical knowledge, ability to operate dimensions, dimensions andfinancial dimensions of business processes by Delphi method and AHP; at last, theauthor applied the constructed model to the company’s marketing department SZAtraining programs, introduce the details of each dimension model evaluation datacollection methods, analyzed the operation process of the evaluation results with thefuzzy comprehensive evaluation method.The innovation of this article lies in lead the BSC concept into staff trainingeffectiveness evaluation process, and accordingly build a training effectivenessevaluation model. This study assesses the effectiveness of training methods, developstaff training effectiveness evaluation research vision, not only to expand the scope ofapplication of the Balanced Scorecard theory, but also enrich the theory of employeetraining effect evaluation system; At the same time, the article has certain guidingsignificance for SZA company, enhance the company’s managers and training workseriously, can provided the theoretical reference for other aviation companies trainingevaluation work.
