Nowadays, human resources management has been in the core position in modern enterprise management. Because, training is conducive to enhance the competitiveness of enterprises and improve the staff enthusiasm for work, so as to enhance the cohesion of the enterprise, in order to promote the overall speed increase of the business development. But in modern enterprises, training activities is often unsatisfactory, like management low attention on training, trainings only in form, not enough methods. And the evaluation of training effect as the final link in training work also exists such problems.The evaluation of training effect is an important work of enterprise for judging training activities. From the training system components of the overall point of view, it is one of the most important links in training system. From various parts of the logical terms, training effectiveness evaluation is the final consideration of the outcome of overall training activities. It can detect the objectives of training, but also provide effective reference for the future development of training activities. From the management point of view, we can see the effect of training of quantitative assessment can be used as an effective tool of enterprise management. It is more important of helping enterprises long-term business development and helping them to develop strategic goal or correction. At present, some training effectiveness evaluation model and methods is specifically to individual training program, but less for the enterprise whole training activity analysis research. The existing assessment model is a theoretically ideal state, also the lack of operability.Training as one of its main components has also been put more and more attention by the decision-makers. However, many enterprises only pay attention to training and ignore the assessment of training effectiveness which leads to poor training effect and the assessment not comprehensive enough. All of which are not well combined with the enterprise strategy. So here we discussed about how to build the balanced score card in the evaluation of training effect. The full text is divided into five chapters.At the beginning of this paper, this article put the thesis research background in the first chapter, also including the theory significance, the practical significance and the research method.In the second chapter, the thesis first reviews the domestic and foreign classic theories of the assessment of training effectiveness as well as the Balanced Scorecard theories. It summarizes the advantages and disadvantages of the assessment of training effectiveness theories then introduces the theory of BSC which helps enterprises to build a new model of training effectiveness evaluation. Based on the summary of previous scholars'research, there exists the basis theory to establish models.In the third chapter, it specific discusses the construction and content of this model, also including each dimensions in this model and use AHP to give weight to the indexes.In the fourth chapter, it shows the application of this model in enterprises through case study. Basis of existing problems of the assessment of training effectiveness in the analysis of Y enterprises at present, it uses the model to evaluate it and proposes the countermeasures and suggestions to its training. According to the characteristics of Y enterprise as an IT company, I refine the model to four levels according to the enterprise actual. Then I select index, construct the index database and give weight to them. At the same time, I also propose the security measures of this model. Through the analysis of the results, it directly reflects the model can be used in practical enterprise training evaluation work.At the end of the thesis, it Summarizes the conclusions and the limitations of the research and hope the model can be applied to other similar IT companies.lt provides an operation process reference for the general assessment of training effectiveness and the wide application of human resources training effect evaluation in China IT industry.
