Study On Policy Performance Research Of Agricultural Industry Cluster In Shaanxi Province

The development of agricultural industry clusters can enhance the competitiveness of agriculture, industrial cluster policy in the sustainable development of agricultural industrial cluster plays an indispensable role. Taking policy performance evaluation of the agricultural industry clusters as the research object,using multi-index comprehensive index method to evaluates the comprehensive performance of government intervention in Shaanxi agriculture industry cluster development.Firstly, based on the analysis of Shaanxi agriculture industry cluster development situation, the paper adopts Location Quotient method to calculate the concentration of Shaanxi agriculture industry cluster, and from the perspective of three regions in the south, the Guanzhong, North of Shaanxi measure gross fisheries cluster degree, to pick up regional advantages of Shaanxi agriculture industry cluster, and provides reference for the policies to support the selection of cluster industry;Secondly, according to the theory of life cycle will be divided into different stages of the agricultural industry cluster policy support of the supporting policies, promote the policy and regulation policy, in shaanxi province in the agricultural industry cluster policy content and its related the local economy, industry, agriculture industry cluster, enterprise cluster and based on the analysis of the performance. Finally, as well as agricultural industry cluster theory and policy evaluation theory, the paper constructs the evaluation system of the agricultural industrial cluster policy, Comprehensive evaluation of the effects of shaanxi agriculture industry cluster policy. The results shows:(1) agriculture(plantation) in Shanxi Province as a whole has high industrial concentration and obvious location advantages; forestry, animal husbandry and fishery concentration performance is not obvious. From the view of three regions, the highest degree in agriculture(farming) cluster in Guanzhong plain, the second is in North of Shaanxi, South of Shaanxi is the lowest. The highest degree in forestry cluster is in the South of Shaanxi, Guanzhong, North of Shaanxi forestry cluster is not obvious. Animal husbandry cluster degree is high in the South and North of Shaanxi, Guanzhong is below the provincial level. Fishing industry cluster effect most obviously in South of Shaanxi, North of Shaanxi is not obvious. Guanzhong has high agriculture, forestry and fishing service industry cluster degree, the cluster effect is not obvious in both the South and North of Shaanxi.For shaanxi forestry, animal husbandry, fishery cluster degrees below the national level, the industry poverty alleviation is very important,Policy should focus on supporting for regional industry cluster,which cluster degree is high,Cultivateing the advantage of shaanxi agriculture industry cluster.(2)the agricultural industrial cluster policy for cluster development has a positive effect, the most prominent effect is in promotion of local economy, in agricultural industry cluster itself, the output value of agricultural industry related industry, the agricultural industry cluster enterprise promoting effect weakened in turn; Government should strengthen policy effects in attracting foreign investment, strengthening cooperation and communication between production and circulation of knowledge and technology transfer, improving the cluster innovation ability and the intellectual property protection to promote the development of the Shaanxi agriculture industry cluster of policy.
