Study On Farmers’ Satisfaction With Zhoukou Agricultural Machinery Purchase Subsidy Policy

China has realized the plan to build a well-off society in an all-round way by2020,and the mechanization level has also achieved a qualitative leap,but the development system is not mature.From the perspective of the whole country,Henan province is the largest agricultural province,grain production province and agricultural machinery province,among which grain accounts for 1/7 of the country,cotton accounts for 1/3 of the country,oil accounts for 1/4 of the country.Zhoukou city,as a major agricultural city in Henan Province,is an indispensable commodity grain production base and a high quality cotton production base at present.The research on the satisfaction of farmers of Zhoukou agricultural machinery purchase subsidy policy is of great significance to promote the whole process of agricultural modernization.Therefore,combining with previous studies,this paper takes the implementation of the agricultural machinery purchase subsidy policy in Zhoukou City as the background,analyzes the satisfaction of farmers to the agricultural machinery purchase subsidy policy in Zhoukou City,sorts out the existing problems in the current implementation process of the agricultural machinery purchase subsidy policy in Zhoukou City,and puts forward countermeasures and suggestions,so as to further promote the implementation of the agricultural machinery purchase subsidy policy in Zhoukou City and the local comprehensive development level.The research mainly includes six parts: First,introduction.Including research background,research significance,research purpose,research content and research methods.The second is the definition of related concepts,theoretical basis and research status at home and abroad.The third is Zhoukou City agricultural machinery purchase subsidy policy implementation basic situation.Including Zhoukou City agricultural machinery purchase subsidy policy related content policy implementation effect and policy implementation process deficiencies.Fourthly,it analyzes the satisfaction of farmers in Zhoukou’s agricultural machinery purchase subsidy policy from the perspectives of farmers’ age,cultivated land area,educational background and whether they participate in cooperatives.The fifth is the empirical analysis of influencing factors of farmers’ satisfaction with agricultural machinery purchase subsidy policy in Zhoukou City.Sixth,it puts forward corresponding countermeasures and suggestions according to the problems existing in the implementation process of Zhoukou agricultural machinery purchase subsidy policy and combining with the influencing factors of farmers’ satisfaction.The main conclusions of this paper are as follows: the implementation of the agricultural machinery purchase subsidy policy in Zhoukou has achieved remarkable results,and the satisfaction of farmers to the policy is relatively high on the whole,but the satisfaction of different farmers is different.At the same time,according to a series of problems existing in the process of policy implementation and to improve the satisfaction of farmers after the implementation of agricultural machinery purchase subsidy policy,the following countermeasures and suggestions are put forward:(1)to improve the proportion of financial subsidies for Zhoukou City to purchase agricultural machinery;(2)Change the way Zhoukou adjusts the product subsidy catalog;(3)Government + talent + agriculture;(4)Strengthen the promotion and publicity of Zhoukou agricultural machinery subsidy policy;5)Improving the government’s ability to provide public services.(6)Guide more farmers to join cooperatives.
