Research On The Government Responsibility Of The Rural Land Transfer In Chongqing

Agriculture is important in the development of human society, is also the foundation of a country strong and prosperous. With the progress of modern science and technology, the mechanization of agriculture, has increasingly become a common trend of the development of large-scale. The fragmentation of rural land in our country at present stage is still an important factor of restricting our country agriculture large-scale production, and the key to solve the problem lies in the innovation of the rural land transfer system in China. Rural land transfer system is a reform of China’s land use system, its essence is the reconfiguration of rural land resources. Among them, as the rural policies makers and promoters of agricultural scale operation, the government in promoting rapid development of rural land transfer, regulate the circulation of rural land market order plays an irreplaceable role. Since 2008, the country governments adjust measures to local conditions, explore to establish the land transfer system suited to local conditions. This article selects "big cities with large rural" as the typical characteristics of chongqing as study object, the systematic analysis of the chongqing municipal government in promoting the rural land transfer in the government responsibility to carry out the situation, and puts forward countermeasures on the existing problems.The article is divided into six parts.The first part "introduction" introduces the research background, significance and briefly illustrates the research ideas and research methods of this article. In the second part, the author introduced the domestic and foreign scholars on government responsibility in the process of "land conversion" problem research, through literature review to clarify the research achievements of domestic and foreign scholars have made, there are still inadequate, for this study will provide the broad field of vision. In the third part, the author introduced the rural land transfer and the relative concepts of government responsibility, the responsibility government in rural land transfer is discussed, the theoretical basis of the preliminary government responsibility and divided into "administrative responsibility", "legal responsibility" and "moral responsibility". The fifth part, according to the specific situation of chongqing put forward the strategy of strengthening land transfer of government responsibility. The sixth divided into conclusion part, on the brief analysis of the achievements and shortage in full, and put forward the further research plan.Rural land transfer is a systemic project, as well as ‘decoding the urban-rural dual structure’ problem in our country key measures.
