The Comparative Study On The Model Of The Rural Land Transfer In Chengdu And Chongqing Pilot Area

The rural land transfer is a key factor impacting development of rural economic, and is one of the hot topic of rural research in current, speed up the reasonable and orderly the rural land transfer have an important significant for rural economy development in China. In order to promote efficient land transfer, so we must adopt reasonable model of land transfer. In the context of coordinating the development between urban and rural areas to explore a new land transfer model need to establish a long-term effective mechanism, so that the land ownership can transfer freely between urban and rural areas. It can keep the needs of land adopt in the process of urban development, and without affecting the agricultural production and food security needs, whilst safeguarding the fundamental interests of the peasants. The main purpose of this paper is to test the actuality of land transfer in Chengdu and Chongqing pilot areas and to study the model of land transfer development in Chengdu and Chongqing pilot areas. According to the remarkable results in the pilot areas, it can provide experience support for the model of land transfer among the countries.Firstly, this paper simply presents the background and realistic significance of the topics. Then, this paper describes the current existing researches of land transfer. The purpose of this study, content, method and main point of view are summarized. Based on relevant theoretical basis and survey data to analyzed the various land transfer models in Chengdu and Chongqing pilot areas. And then, it analyzes the current of land transfer models in Chengdu and Chongqing pilot areas. Based on the analysis, the two typical transfer patterns of"land exchange house and social security" and"land share cooperation system" are concluded. Fatherly, it reveals the reason of bring the different models, the risks and benefits were compared between different models in Chengdu and Chongqing pilot areas. Then referring to the relevant literature, based on the previous experience, the performance of land transfer is evaluated in Chengdu and Chongqing pilot area with the method of AHP. The system adaptation of land transfer mode in Chengdu and Chongqing pilot area is analyzed from three aspects of the institutional environment, economic and social environment. Empirical support and inspiration can be provided from the land transfer in the test area Chengdu to promote among the country. (1)Whenever land transfer must reach the local conditions.
