Study On Rural Land Transfer From The Perspective Of Government Management

Land is the lifeblood of human beings.People have never stopped exploring it.With the rapid development of social economy in China,the process of urbanization and industrialization in rural areas has been accelerated obviously,and the structure of agricultural industry has been quietly changing.Modern agriculture is undergoing transformation.The traditional mode of agricultural production has gradually been replaced by the centralized and continuous scale management.This is the trend of agricultural development.Land transfer is the inevitable outcome of this stage of rural economic development,and accelerates land flow.It has become an important part of the government's development of modern agriculture.In recent years,rural land transfer has achieved remarkable results.However,land transfer is difficult and various problems still exist.From the perspective of grass-roots government's public functions and the investigation of rural land circulation in M Township of Ganzhou City,this paper hopes to analyze the existing problems,find out the causes of the problems,and put forward some policy suggestions for further improving the land circulation,so as to enable agriculture to transform and upgrade as soon as possible,promote the development of agricultural economic system,promote rural land circulation and become the southern part of Jiangxi Province.Even other areas of rural land transfer to provide recommendations.Firstly,this study defines the concepts of rural land and rural land transfer by consulting relevant literature,and explores the local rural land transfer on the basis of property rights theory,economies of scale,government functions and so on.Secondly,based on actual investigation,this paper expounds a series of measures adopted by the government to promote land circulation,such as the confirmation and certification of rural land management rights,the reform of collective property rights system,the "separation of three powers" land system,the transformation of high-standard farmland,and the current situation of rural land circulation in M township.Next,it points out that there are still some problems in rural land transfer,such as small scale,low efficiency,difficult to solve land disputes,imperfect land transfer market and so on.The main reasons are the serious situation of farmers' love for land,inadequate natural endowment of land,inaccurate understanding of policies by cadres and masses,unclear ownership of land,low level of supporting security,and imperfect laws and regulations.Finally,according to the actual situation of the investigation,the paper puts forward some policy suggestions for the implementation of rural land transfer:improving the relevant laws and regulations of rural land transfer;strengthening government service management,further stabilizing land contracting relationship;improving the construction of rural social security system;improving the construction of land transfer market mechanism;accelerating the development of new economy and improving land management efficiency.It is hoped that these suggestions can play a reference role in promoting land circulation and accelerating the process of agricultural modernization.
