The Analysis Of Government Structure For Rural Land Transfer

Farmers’incomes has increased drastically since our country implemented household contract responsibility system. Nevertheless, large tracts of farmlands go out of cultivation, and their utilizations turn to be inefficient. In addition, the urban-rural gap in incomes expands, and transfer forms of rural land were too traditional. For the past few years, Taobao carried out a plan "Gather the Land "to enable citizens to order custom-made land in the internet. This innovative land transfer forms became more and more familiar to us. This paper aims to figure out two questions. The first one is what is the choosing logic behind "gather the land" of Taobao, which is one of innovative rural-land transfer forms. The other one is what kinds of problems did "Gather the Land" of Taobao solve, and how many problems left behind.This work conducts following researches to answer these two questions.To make sure what is the object and scope of this research, i.e., basic meaning of rural land’s managerial authority transfer.Transaction has its attribute, transaction attribute determines transaction cost, and transaction cost determines selection of governance structure. According to this logic, this paper regards minimization of transaction cost as bond of transaction and selection of governance structure, and takes this as theoretical framework to analyze selection of transfer form of rural land’s managerial authority.According to the differences of material, right, service and information transfer referred, this paper divides whole transaction of Taobao "gather the land" mode into two sub-transactions, sub-transaction of rural land’s managerial authority transfer and sub-transaction of agricultural products.According to the logic of transaction - transaction attribute-transaction cost-governance structure, this paper carries out case analysis about this innovative land transfer form, Taobao "gather the land", and answers the questions that this form can and can’t solve.Research results:Taobao e-commerce mode is available to increase farmers’ incomes and realizes overall development of city and countryside. Taobao e-commerce mode saves transaction cost of rural land transfer. Taobao e-commerce mode isn’t a perfect governance mode, and has plenty of deficiencies.
