Energy is the basis resorurces for the city’s economic development, in the process of the urbanization, the human demand for energy, is composed of energy production and life together. Cities through the expansion of the scale, structure, the change of industry production affecting the energy consumption of the city by the way of life and production. Global principal component analysis and fixed effects model analysis has been used, On the one hand, We found that the scale of the expansion of the city will lead to energy consumption growth, The impact on energy consumption of urban spatial structure is relatively complex, the degree of the urban density is higher, the urban development lead to the growth of energy consumption is lower. But when urban density is too large, urban structure itself can reduce urban transportation efficiency and increase the energy consumption In addition, the industrial agglomeration will reduce the urban energy consumption. Meanwhile, according to the further research, The energy growth rate are caused by the urban scale, urban structure and industrial agglomeration degree has a completely different conclusion in China’s eastern, central and western cities. To improve energy efficiency, the eastern region should not only play industrial clustering effects and take technological advantages, but aslo need to improve the efficiency of the urban transportation. the central region should speed up industrial restructuring and upgrading, while improve the effeciency of the land use. Western region should increase urban density and make the structure of the cities better. Finally, take the road of saving urban development, the plan of relevant policies need to consider the development of the city itself and the inter-regional differences in characteristics of the city, develop the rational urban size, appropriate urban structure, and industries should based on the local endowment.
