Regional coordinated development is one of the core issues in regional economics research.The coordinated development of large,medium and small cities in the region is one of the important contents on regional coordinated development.The Outline of the N ational New Urbanization Plan(2014-2020)and the report of the 19th National Congress of the Communist Party of China clearly stated that "the coordinated development of large,medium and small cities and small towns should be promoted".Drawing on the theory of organizational structure in management science,the essence of coordinated development of large,medium and small cities and small towns is to gradually promote the flattening of urban scale structure.Agglomeration economy is the core of urban regional development.Therefore,to promote the coordinated development of large,medium and small cities and to flatten the scale structure of urban scales,we need to understand and grasp this problem from the perspective of agglomeration,and industrial agglomeration is the foundation of agglomeration economy.Data observations show that the relationship between the flatness of urban scale structure and industrial agglomeration is diferent in different regions.So what is the underlying mechanism behind it?By extension,how do industrial clusters of different dimensions and dimensions affect the flatness of urban scale structure?At the same time,how does industrial agglomeration affect the flattening of urban scale structure?and many more.It is of great significance to solve these problems.On the one hand,it is theoretically possible to further improve the theory of agglomeration economy,enrich the theory of regional coordinated development and deepen the theory of urban spatial structure.On the other hand,in practice,it provides a decision-making reference for the direction of coordinated development of regional space and the choice of behavior of regional development entities.In order to examine the relationship between industrial agglomeration and the flattening of urban scale structure,the analysis framework of this paper is as follows:from the theoretical perspective of point-axis mode and central-peripheral structure,the influence of industrial agglomeration on regional spatial structure is demonstrated,and then based on Bain's "structure.-Behavior-performance" thinking paradigm,this paper further proposes the duality of industrial agglomeration in theory,that is,industrial agglomeration is the unification of industrial agglomeration mode and industrial agglomeration scale,and different industrial agglomeration methods will produce different externalities,and then Affect the size of the scale of the gathering.Finally,on this basis,two analysis ideas are constructed:i)industrial agglomeration mode-industrial agglomeration scale-urban scale hierarchy flat;ii)industrial agglomeration spatial imbalance distribution-urban scale hierarchy flat.Based on the above questions and the analysis framework of this paper,the following research hypothesis is proposed:(1)The spatially uneven distribution of industrial agglomeration has a positive impact on the flattening of urban system structure,and this effect has process and industry heterogeneity.The uneven distribution of manufacturing agglomeration affects the flattening of urban system structure.The aspect has played a major role,and its impact on the flattening of the scale structure of regional cities has a process of "first suppression and then promotion".(2)The scale of regional industrial agglomeration has a positive effect on the flattening of urban system structure,but its promotion mainly comes from manufacturing industry.The preference of large cities in service industry may not be conducive to the flattening of urban scale structure.(3)The industrial agglomeration mode on the flattening of the urban system structure have industrial heterogeneity.The manufacturing industry promote the flattening of the urban system structure in specialized agglomeration and diversification,while the service industry in specializes agglomeration and diversification.The flattening of the system;in terms of the impact of industry-related diversification and irrelevant agglomeration on the flattening of urban architecture,manufacturing-related diversification contributes to the flattening of urban systems,while irrespective diversification inhibits urban scale.The hierarchical structure is flat,and the service industry is the opposite.(4)Urban land price is an important micro-mechanism for the industrial industry to realize the flattening of urban system structure;the urbanization level is another important path mechanism for the flattening of the scale structure on urban systems driven by industrial agglomeration.On the one hand,the relevant statistical methods are used,and on the other hand,the econometric model is constructed and the GMM estimation method is used.The following conclusions are drawn:(1)In recent years,the flattening degree of urban system in China's provinces has shown a slow decline.That is to say,the population distribution of the provinces is moving toward centralized concentration,but the flatness of regional urban systems has obvious heterogeneity characteristics.The scale structure of the provincial urban system is flattened,and the population has a certain degree of diffusion characteristics in space.In addition,the population of the central and northeastern regions is still concentrated,that is,agglomeration is the main spatial feature;At the same time,the degree of flattening of the urban system of the western provincial units is generally low.(2)The spatial imbalance distribution of provincial spatial unit manufacturing industry presents obvious spatial heterogeneity characteristics.The industrial agglomeration imbalance index of different regions has different trends,and different aggregation modes of different industries have spatial differentiation characteristics.The higher concentration of manufacturing diversification is concentrated in the eastern and central regions,while the specialized concentration of manufacturing is concentrated in the western region.The spatial differentiation of the diversification and specialization characteristics of the service industry is not obvious.In the eastern part of China,the manufacturing agglomeration scale index is the highest,and the central and western regions have the lowest manufacturing agglomeration scale,and the central and northeast regions are in the middle.The scale of services is also different in manufacturing.The service industry in the western region has the highest concentration index,while the eastern region has the lowest concentration,while the central and northeast regions are in the middle.The producer service industry in the Northeast has the highest agglomeration index,followed by the western region,while the eastern and central regions have the lowest productivity index.(3)The spatially uneven distribution of non-agricultural industry agglomeration has a significant role in promoting the flattening of the urban system,and has passed the 99%significance test.As far as the sub-sectors are concerned,the uneven distribution of manufacturing agglomeration has a significant role in promoting the flattening of urban architecture and has passed a 99%significant test.The uneven distribution of the service industry and its fragmented production services industry has not passed the statistical test for the flattening of urban architecture.Therefore,the impact of the uneven distribution of non-agricultural agglomeration space on urban architecture is mainly due to the uneven distribution of the agglomeration of manufacturing industry.At the same time,it further examines the process of the uneven distribution of manufacturing space on the flatness of urban architecture.The results show that the uneven distribution of the manufacturing industry agglomeration on the urban system is "first suppression and then promotion".(4)From the perspective of agglomeration scale,the non-agricultural industry agglomeration promoted the flattening of the provincial urban system structure.On this basis,the impact of the industry on the flattening of the urban system structure was found,and it was found that there was a certain industry heterogeneity.Manufacturing can significantly promote the flattening of urban systems.Extractive industries and service industries inhibit the flatness of the scale structure of the urban system,but it is not significant in statistical sense.Further,the producer service industry was separated from the service industry to examine its impact on the flattening of the urban system.As a result,it was found that the producer service industry significantly suppressed the flattening of the urban system.This chapter further examines the impact of the agglomeration of manufacturing and producer services on the flatness of urban architecture.The results show that synergistic agglomeration inhibits the flattening of urban system structure.The reason behind this is that large cities(provincial cities)are the overall level of industrial synergy.A higher region will inevitably become an important space for suppressing the flattening of regional urban architecture.(5)From the perspective of agglomeration mode,i)the relative specialization and diversification of non-agricultural industries as a whole significantly promoted the flattening of urban system structure,but there were industrial heterogeneity.The relative specialization and diversification of manufacturing can promote the flattening of urban system structure.However,the relative diversification of the service industry significantly inhibits the flattening of urban scale and grade structure,while the inhibitory effect of the relative professionalism of the service industry on the flattening of urban system structure has not passed the significance test.From the perspective of elasticity coefficient,the relative diversity of manufacturing industry has more influence on the flattening of urban system structure than the relative specialization of manufacturing industry.ii)From the perspective of non-agricultural industries as a whole,relevant diversification promotes the flattening of urban system structure,while irrelevant diversification inhibits the flattening of urban system structure,but it has obvious heterogeneity from the perspective of different industries.In terms of different industries,the diversification of manufacturing industry contributes to the flattening of urban scale and grade structure,and is significant at the level of 1%.Furthermore,the related diversification of manufacturing industry plays an important role in it,while the non-related diversification has no significant effect on the flattening of provincial city size and grade structure.The diversification of service industry has an inhibitory effect on the flattening of city size and grade structure,but it does not pass the hypothesis test statistically.However,service-related diversification significantly inhibited the flattening of urban system structure at the level of 5%,while service-related diversification did not promote the flattening of urban system structure,but did not pass the statistical hypothesis test.(6)Based on the previous research found that manufacturing industry plays an important role in urban system,static and dynamic panel data model using panel data model,this paper discusses the manufacturing agglomeration transmission mechanism on the impact of urban system structure flattened path problem,and the following research conclusions:i)flat prices are manufacturing agglomeration drive urban system structure of the first intermediary variable.Both the scale of manufacturing cluster and the diversified way of manufacturing cluster will promote the rise of overall regional housing prices,which is significant at the level of 1%.At the same time,the rise of urban housing prices will drive the flat development of urban architecture.Therefore,the influence of manufacturing agglomeration on the flattening of urban system structure will be affected by the housing price mechanism.ii)based on this,examines the urban property prices for manufacturing and productive service industry on inspection found that the distribution of space is not balanced urban property prices at 1%level to promote the manufacturing space equilibrium distribution pattern,namely centralized prices will lead to manufacturing industries to diversify agglomeration,development of urban system structure of flattening.The housing price at the level of 1%significantly promoted the spatial agglomeration of producer services.It indicates that the rising land price in the center drives the development of producer services and squeezes out low-end manufacturing.iii)The process of urbanization is the second mediating variable in manufacturing cluster driving the flattening of urban system structure.Whether it is the cluster scale of the manufacturing industry or the diversified cluster mode of the manufacturing industry,the agglomeration will make the manufacturing industry with mature production technology enter the second-level city,attract a large number of rural surplus labor force,promote the urbanization process,and then gradually flatten the urban system structure.This research conclusion for the country's strategy of "building a manufacturing powerhouse" provides important empirical evidence,and draw the following policy implications:in the country to promote implementation of the second term "should be" made in China under the background of,to speed up the mineral resource-based regional industrial transformation and upgrading,promoting diversification of manufacturing as a main direction of industrial structure adjustment,perfect the system of the modern manufacturing industry.The development zone is an important platform to promote the development of the manufacturing industry.We should give full play to the decisive role of the market in resource allocation and better play the macro-control role of the government in resource allocation,promote the free flow of resource elements in space,and promote the effective centralization and decentralization of manufacturing industry in space in accordance with the market mechanism.Promote the building of regional transportation network infrastructure,strengthen the central city and peripheral city link density,space reduce transaction costs,drive the free flow of elements resources utilization,to further strengthen the time-space compression effect,promote the manufacturing of agglomeration and diffusion on the space,promote the regional integration process,promote regional urban size hierarchy flattening.Promote regional high-end manufacturing development,strengthen the coordinated development of regional diversification and specialization of manufacturing process,differentiation of different industries related diversification and unrelated diversification,strengthen the manufacturing level of related diversification development,promote the unrelated diversification in the service industry development,through manufacturing high-grade further refinement of the services sector development,improve the level of services of unrelated diversification,to provide comprehensive support for the development of manufacturing industry.
