Facing the devastating economic destruction of 2008 financial crisis, lots of countries realize that virtual economy can not develop without real economy and recognize the fundamental role manufacturing industry plyed in economic development.Contributing to its powerful high-tech manufacturing.industry,US get rid of financial crisis firstly. As a emerging country, China will invigorate the modern manufacturing industry as a basic national policy, and focus on the key components of technology to achieve autonomy at future, constantly improve the technological content of export products, build the core competitiveness of manufacturing sector,and improve manufacturing efficiency. R&D and technology is becoming the main impetus of technological progress, hence, it is necessary to understand the comprehensive situation of R&D and technology introduction in various regions, then make in-depth analysis of the mechanism that how technology affects manufacturing efficiency, so we can formulate the appropriate China’s science and technology strategy according to China’s national conditions and regional characteristics.The paper selects 2001-2012 manufacturing and technology statistics of China, construct the manufacturing efficiency model,uses first-order difference dynamic panel model, studys the impact that independent R&D and technology introduction on manufacturing efficiency, make the following conclusions:Firstly, the central region acheive the highest technical efficiency at present, followed by the eastern region; the the western region has made great progress in manufacturing sector, but still ranks the third place in the three regions. Secondly, eastern region’s scale efficiency is at a low level, while manufacturing industry acheive increasing returns to scale in central and western regions, indicating that China’s large-scale manufacturing enterprises have encountered the management bottleneck. Thirdly,by using panel unit root test and co-integration test, the paper validates the stationary and co-integration relationship among variable quantities, the result shows that it exists long-term stable co-integration relationship between R&D expenditure, technology introduction and manufacturing efficiency. Ultimately, due to the time lag effect of technology investment, the paper utilizes R&D stocks and technology introduction stocks to solve the problem.It found that in the long term, R&D and technology introduction has significantly promoted manufacturing efficiency, technology introduction has a significant positive effect on the economic growth in China’s three regions,while R&D merely has a significant positive effect in the western and eastern region in the long run. The imbalances in research investment, regional technology and innovation differences may be the main reasons of this phenomenon.Finally, this paper proposes some suggestions to promote coordinate development between technology and manufacturing efficiency.At first, it is the national policy of science and technology of increasing support of R&D, introduction foreign mature production technology and patent, and encouraging researchers to trsnsfer to the western region which is weak of scie ntific research condition to improve the technological content and core competitiveness in manufacturing.What’s more, it is the coordinated development policy that is to optimize the structure of scientific research,and make policies based on technology characteristics and economic levels in different regions, introduce advanced foreign technology in the blank field,ultimately improve the efficiency of research and development investment,achieve the great accomplishment of rapid increase on manufacturing efficiency.
