Research On Performance Evaluation Of The State Grid Subordinate Hydroelectric Power Enterprise Under A Strategic Perspective

With the deepening of the concepts such as the sustainable development, the new energy strategy and the increasingly stringent demands that the low carbon economy require to the energy conservation and emissions reduction, hydroelectric power enterprises are ushered in unprecedented opportunities for development. While at the same time, they have also been given a new important mission. In addition to power function, the State Grid Subordinate hydroelectric power enterprises also play a role of power grid emergency and peak shaving. They must follow the unified performance management model due to the restrictions about the historical background and parent company’s system. Under the premise of improving the technology level of power generation and reducing the power generation cost, through carrying out the research on performance evaluation of this kind of enterprises, not only make the managers know the situation of enterprise management fully, but also can help them find problems in the management process, so as to determine the improvement direction for the managers and achieve the purpose of improving management level.Although the research on performance evaluation of the hydroelectric power enterprises is relatively mature from scholars in domestic and oversea, but studies on them is not too much, especially the research under the strategic perspective of the enterprise. Some scholars make the research on the performance evaluation of hydropower enterprise based on the balanced scorecard theory, but only make application on the theory simply, few of them analyze the development strategy of the enterprise first. As a result, it causes the managers of that enterprise only pay attention to the immediate interests and ignore the long-term development. Therefore, the thesis does the performance evaluation of this kind of enterprises from the strategic point of view.Firstly, based on the analysis of the relative notion, the strategic goal of the enterprise is studied. Then analyze the present performance evaluation situation, the features and the problems of the State Grid subordinate hydroelectric power enterprises.Secondly, construct the performance evaluation index system under a strategic perspective. According to the research framework,we construct the performance evaluation index system in a strategic perspective based on the improved balanced scorecard(BSC) theory. Then delete the redundant index with rough set theory.Then, establish performance evaluation process model under a strategic perspective: First of all, calculate the index weight with the fuzzy analytic hierarchy process(AHP); Secondly, use the quantitative index and qualitative index with the grey relational analysis and grey statistics respectively. Then, uniform the dimension of the quantitative index value and qualitative index value to get the comprehensive performance evaluation result. Finally, analyze the comprehensive result from two aspects of the overall and the key indicators.Finally, apply the performance evaluation index system and the performance evaluation process model to D hydropower enterprise in order to verify whether the research plan is scientific and effective.
