While China has made significant progress in the process of information, the imbalance of information consumption between regions has become increasingly prominent. As a country for dual structure characteristics of urban and rural, the deep grasp of information consumption level in urban and rural helps us to master the law of promoting informatization development scientifically, it has a certain theoretical and practical significance.In this paper, taking Fujian province as an example, the development situation of urban and rural residents on information consumption was analyzed and compared from four aspects, namely the amount of information consumption, information consumption structure, information consumption structure, information consumption coefficient and the average propensity to consume of information consumption, information consumption area. Similarities and differences have been displayed through comparing. Again, factors affecting consumer information differentiation of urban and rural residents were analyzed, including the ability of main body from the micro-level, and made the conclusion that urban residents per capita disposable income and per capita net income of rural residents rose by an average of 1%, respectively, the information consumption expenditure per capita increased 1.33% and 1.17%, and income gap between urban and rural increased 1%, the gap of information consumption between them increased 1.69%, the former variate is a Grange cause of the later variate, through the establishment of error correction model(ECM) to get the short term relationship of income and information consumption of urban and rural residents, also get a long-term equilibrium correction coefficient for short-term relationship; and the quality of information consumption of urban residents is higher than rural residents; it also included quality of information consumption from meso level and information consumption environment from macro level, and made the conclusion that the development of information products and services, and information industry in cities was better than that in the countryside, also, the weak construction of infrastructure and information system did harm to narrow the information consumption gap between urban and rural residents.
