The new rural social pension insurance system and The urban social pension insurance system combines named The basic residents’ pension insurance system. It is a social pension insurance system organized and implemented by the government, and the residents to participate in voluntary, financing by combining the individual contributions and government subsidies, combining the Personal accounts and Government subsidies. The Party Central Committee and the State Council promulgated this major social benefiting policy which is according to the requirement to accelerate the establishment of a social security system covering both urban and rural residents, targets to gradually solve the problem of urban and rural residents a sense. The basic residents’ pension insurance system, The urban enterprise workers’ pension insurance system and The organs and institutions pension insurance system constitute China’s Basic social-pension system.This paper explores by Literature study, Case analysis and Questionnaire analysis, summarizing the forming process of The basic residents’ pension insurance system in China according to the time sequence, clarifying the background, significance and the achievements to this system, analyzing the obstacles and problems which encountered in the implementation process to this system, which causes the thinking of improving the system. The article takes Fujian Quanzhou as an example, extracts the results of implementing The basic residents’ pension insurance system in Quanzhou according to a multiphase sampling, analyses and proves the problems in the process of implementing The basic residents’ pension insurance system according to gender, age, culture degree, occupation, current insurance type, family’s per capita income of the respondents in eight aspects, and makes personal interviews to 10 people of different occupation to supplement the results of the questionnaire.This paper investigates different groups’ degree of recognition, utilization and demand satisfaction to The basic residents’ pension insurance system based on referencing domestic and foreign literatures, also combines with actual situation of local economic development and the residents’ actual consumption level, and consults corresponding social security system, then puts forward three suggestions to improve the existing basic residents’ pension insurance system.
