Research On The Implementation Status Of Rural Subsistence Allowances Policy In L Town

Our country is agricultural country, “three agriculture” issue has always been related to the development and stability of our society, Therefore, the establishment of the implementation of rural subsistence allowances system can not only alleviate rural poverty and realizing farmers “Born on somewhat”, but also to promote socialist countryside building and maintaining social harmony and stability, the new has important practical significance. Since 1994 the rural minimum living security system started a pilot as a public policy, to 2007, China has basically established a rural minimum living security system, the policy has been implemented for twenty years, so how does this policy work?In order to implement the policy process and the results have a real understanding of some of the problems found in the concrete implementation of the policy there, and then put forward corresponding countermeasures and suggestions in order to improve the rural subsistence allowances policy help. So study the implementation of rural policy guaranteeing the real situation has certain practical significance.This paper take L town of Gansu province as empirical case, collect related materials through to interview personnel, including the town government responsible person, on behalf of the village cadres and low marginal households and on the part of guaranteeing that families choose the form of questionnaires to obtain research data and information. On the basis of analyzing the materials to study the county rural minimum living security system operation process,include the policy advocacy, selection of minimum assurance objects, the determination of low safeguard standard, the raising and issuing of funds,the management of the system,and the implementation of relevant measures,etc.Research found that the rural minimum living security system has some positive effects on basically do the cities and classification applied to protect and maintain the basic minimum target to form a complete set of procedures guaranteeing a certain extent,improved information and transparency, and to some extent on the work of guaranteeing maintain the rural social stability. But there are still some problems, include farmers’ low degree cognitive of this system; selection of minimum assurance objects lack of justice;shortage of capital source; configuration of institution and staff is not in place; distempered dynamic management mechanism; and lack of corresponding complementary measures,etc. To solve these problems, the author put forward the following countermeasures:strengthen the propaganda, enhance the recognition; regulate operating procedures,strengthen the dynamic management; clear at all levels of government responsibility,ensure sufficient funds; set complete working organs and personnel; perfect relatedsupporting measures.
