A Study On Rural Subsistence Allowances System Of Linfen

As the leading agricultural nation, with the rapid economic and social development, the issuesof peasants’ survival guarantee must be properly solved, if China wants to keep its long-term steadyand rapid development. As an important project of rural social security system, rural residents’subsistence security system plays an important role in the process of rural economic and socialdevelopment. Establishing rural residents’ subsistence security system in an effective way is aguarantee for the living and production of the difficult groups in rural areas, which can effectivelypromote the construction of a new socialist countryside，and can provide a solid political guaranteefor solving the problems about agriculture, rural areas and peasantry. However, in the practicalwork, due to the imperfect system, irregular operations as well as the wide-stretched coverage andcareful work of subsistence security system, the problems like security out of social relationship, thelack of funds, low coverage and low security level arose in certain rural areas. Therefore, it isnecessary to boost the democratic, standard and legal operations and administrations.This thesis started with the relevant theoretical researches on rural subsistence security system,firstly objectively described the current situation of the implementation of subsistence securitysystem in Lin Fen, Shan Xi province, and affirmed the achievement it had made since thesubsistence security system was implemented. This thesis mainly adopted such research methods asliterature review, comparative analysis and quantitative analysis. The analyses were carried outconcerning the coverage, granting standard and fund operation, etc, and compared the currentsituation of the implementation of subsistence security system in urban areas of Lin Fen with that inrural areas, which discovered the problems and restrictive factors along with the development ofrural subsistence security system, and further probed into the reasons for the problems from thesystemic, economic and social aspects, and finally put forward corresponding and feasiblesuggestions, which aiming at ensuring the sound and steady implementation of rural subsistencesecurity system and promoting the subsistence development of subsistence security system.
