The Problem And Improvement Countermeasure Of Rural Minimum Subsistence Allowances Policy Implementation In Bishan District

Since the reform and opening up,the national economy has been rapidly developed.The quality of people's life has improved,the distribution of inequality between rich and poor continues to expand.The proportion of rural population in our country is much higher than that of the urban population,and it is very important to solve the basic life of the rural poor.The rural minimum subsistence allowances is an indispensable part of China's current social security system.Our goal is to solve the basic problems of rural poor residents.The current rural minimum subsistence allowances for rural residents is the standard line of rural subsistence allowances,and the poor population with poor household income is lower than this standard.The promulgation of the 2007 notice"On the establishment of the rural minimum subsistence allowances in the country” has resulted in a gradual increase in the number of subsistence allowances,and the minimum subsistence allowances for rural residents has maintained a simultaneous growth with the national economic development.The rural minimum subsistence allowances not only plays a role in maintaining the basic life of the rural poor people,but also promotes the fairness of the society and maintains the social harmony.The paper has five parts.The first part is an introduction.It introduces the background and meaning of this research,literature reviews of in and out of the country in short,contents and methods of the research,correlative theories and so on.The second part is the state of the rural minimum execution policy implementation in Bishan from the cognizance of subsistence allowances,to definition of minimum living standard and so on.The third part analyses the causes of deviation of the rural minimum execution policy implementation in Bishan.It mainly analyses the causes of deviation from the policy implementation mechanism to acquaintance society culture and so on.The forth part is about the countermeasures to promote the implementation of rural minimum living standards in Bishan.It includes five aspects from the establishment of farmers' policy demand expression mechanism to creating an advanced executive culture and so on.
