Based on the 14 prefectures of Gansu Province as the study area, after analyzing the evolution of land use status and spatial and temporal regions, using the method of comprehensive index method and coefficient of variation calculated land ecological pressure index of each assessment unit, and divided the land ecological risk level of each area in Gans u province, in order to establish the early warning system of land use in different regions of Gansu province. then we introduce the Tapio decoupling model, Calculate respectively the decoupling index of each evaluation unit of land ecological pressure index and economic development, And dividing the decoupling condition of each evaluation units in 2005-2011, Will this as the evaluation criterion of healthy economic development and land use.Research shows that:(1) In gansu province, from 2005 to 2011, land use degree is deepening, and the aggregation status of land use types decreased. Shows that land use is in the development of the change period, and land ecological facing to the growths.(2) From 2005 to 2011, in addition to Jinchang city, the total land ecological pressure index showed a rising trend in other areas of Gansu province, the high value areas are mainly concentrated in the industrial city(Lanzhou, Baiyin, Jinchang and Jiayuguan),the low value areas are mainly concentrated in the minorit y areas( Gannan and Linxia) and natural environment good area in the east.(4) From 2005 to 2011,in the aspect of classification index, the social and economic development pressure showed increasing trend, land pressure index is more stable, 6 years no major changes, but environmental quality pressure indicators fluctuated obviously, most of the region fluctuated upward trend, See points region, the main indicators of the impact of land ecological pressure around Gansu showed a significant difference, among them the large population, human activity has a long history in Longdong area, Social and economic development is larger. Because of the fragile natural environment in Hexi area, the land use structure of Gansu province has become the single largest re gional land use pressure, ”Lan-Bai” economic zone and “Jiu-Jia” economic zone industry developed, large amount of pollutant emissions, so environmental quality pressure is larger.(5) From 2005 to 2011, land ecological risk level in different regions of Ga nsu province changes little, only the Lanzhou city land ecological risk level C hanges from the ecological early warning level to ecological safe level, but the change of land ecological risk status is larger. The Lanzhou city by two notches, change from the land ecological slightly reduced to less safe state security status, Jiayuguan change from a safe state for a state of insecurity, Jiuquan and Pingliang change from safety state into a safe condition, Zhang ye, Dingxi,, Q ingyang and Linxia were from the state is safe down to a safe state, Jinchang is the only security risk area reduction, The risk status by slightly unsafe to rise to the security, no change in other parts of the state of land ecological risks.(6) In 2005-2011 Gansu province regional decoupling index volatility is larger, It can be divided into V, N, inverted N and wavy four types, the decoupling index of Gannan and Baiyin experienced of V type structure that is first reduced and then increased, Lanzhou Jinchang Tianshui and Dingxi city belong to first increased and then decreased of N type structure; Zhangye and Jiuquan city experienced an inverted N type that first decreased and then increased and then decreased change; The decoupling index in other parts changes complexly belong to wavy type.(7) From 2005 to 2011, the state of decoupling of each area in Gansu’s economic development and land ecological pressures are strong and weak decoupling, the economic development be in a sustainable state. Because of the global financial crisis Jinchang and Jiuquan city in 2007-2008 years and 2008-2009 years appeared strong negative decoupling and weak negative decoupling.In order to achieve the decoupling beteen economic development and ecological environment development, according to the research results, this article in the light of the ecological pressure differences between different areas in gansu province, put forward the corresponding suggestion, including the development of scientific and rational land use policy, adjust the industrial struct ure, strict supervision of enterprises polluting emissions, increase the development of agriculture, the appropriate development of modern water-saving agriculture, develop and ensure enforcement, environmental protection policies in attracting foreign investment, strict access etc.
