Research On The Growth Evaluation Of Small And Micro Enterprises In Guizhou Based On DEA Model

There are a large number of small and micro enterprises and they make outstanding social contribution to society, so state and local government have enacted policies to support the development of small and micro enterprises. Guizhou regional economic development is relatively backward, small and micro enterprises play an important role in improving the economy and promoting social harmony, but their development falls behind the small and micro enterprises in developed regions, the healthy growth of small and micro enterprises are important to the improvement of Guizhou regional economic. Therefore, it is particularly important to evaluate the growth and understand the development status and growth effect of small and micro enterprises in Guizhou.This paper puts forward the research background of the growth evaluation of Guizhou small and micro enterprises: one is that the development of Guizhou small and micro enterprises are very important to the economy and their development are supported by the state and local government; the other one is that Guizhou small and micro enterprises have many growth problems, however, there are only a few relevant papers mentioned these problems. It is enough for us to pay our attention to the theory research on Guizhou small and micro enterprises.Secondly, this paper reviews the relevant studies of small and micro enterprises’ growth, introduces the related theory and analyzes the growth factors of Guizhou small and micro enterprises from external and internal aspects, external aspects mainly including financing conditions, market opportunities, policy support, while internal aspects mainly including entrepreneurship, the quality of talents, the level of information technology and so on.This paper designs the growth evaluation index system of Guizhou small and micro enterprises based on the theory carding and empirical analysis, selecting data envelopment analysis as evaluation method, evaluating the growth of twenty eight small and micro enterprises from four aspects: the human resources, information technology, scale growth ability and business development ability. Evaluation results show that, if the efficiency value of enterprise growth is closer to 1, the enterprise growth is better; and when the efficiency value is 1, then this enterprise growth effect is the best, because it has achieved a balance between input and output. Finally the paper makes a relative growth ranking about 28 small and micro enterprises according to the efficiency value, hoping to provide references on optimizing the allocation of enterprise resources and ensuring the balanced input and output.The empirical analysis results show that the growth of Guizhou small and micro enterprises overall are in good condition, some enterprises have high growth. Then, the paper makes some suggestions for the development of small and micro enterprises from three aspects: the government, enterprises and society. Government measures include strengthening the supporting policy for growth of small and micro enterprises, increasing preferential service measures and guide the small and micro enterprises into industrial park to realize agglomeration development. Enterprises need strengthening the cultivation of internal talents, emphasizing on the importance of information technology, relying on the resource advantage to do business. Social aspects need to improve the financial support system about small and micro enterprises, strengthen the cooperation and communication between small and micro enterprises and universities.
