The paper firstly reads a lot of literature information by references reading,the barriers which can prevent privately-owned banks’ development will be recorded. And combining with traditional classification methods of barriers, we get the so-called "preliminary framework of barriers". On the foundation, after the investigation and interview with professors from shunde rural commercial bank, Nanhai rural commercial bank, Nanyue bank and Pingan bank, using case analysis method, to verify the barriers which are mentioned in the "preliminary framework of barriers" one by one. Pushing out the barriers only mentioned in the framework, but not exist in the actual business of the bank, and gets further "actual framework of barriers". At last, by analytic hierarchy process and frequency index method, the paper analyzes the barriers in the "actual framework of barriers". By means of comparing between the barriers each other and the evaluation on the severity of the barriers made by professors. After all of these steps, we will get a weighted score as the representation of the influence of every barriers.The main findings of the study include:(1) As a whole, the barriers faced up with privately-owned bank stay a little higher leval than medium, and internal factor plays a more important role. The result proves that the external environment is relative loose, and the questions exist in privately-owned bank itself is the main reason which restrict themselves’ development.(2)In the second class indicators, the influence of institutional factor is bigger than market factors, the former’s weighted score is 2.55 times of the latter. It tells us that if we want to reduce the barriers to the privately-owned banks’ development form external environment, the institutional factor should be more attention.(3)In the third class indicators, because of the high weight of internal factor, their weighted scores are higher than others. Among them, the lack of ability about innovation and risk management become the most important factor, and the unsound governance structure, weakness on scale, indefinite market positioning, the restriction on business area, missing of corporate culture, nonmarket-based interest rate and concept of customer also show up relatively high influence, we must pay more attention on them.
