The Study Of Rural Land Circulation Problems And Countermeasures In The Central Plains Region

With the improvement of economy, city construction scale and speed continues to accelerate, the contradiction between supply and demand of the city construction becomes more and more significant. The rapid development of the city to attract a large number of rural labor to become the city workers to seek more economic benefit, and a large number of rural labor flowing to the city, result in the rural land in idle and in waste, the problem of food security of our country’s is also facing the risk.The contradictions between the lack of city construction land and rural land in idle phenomenon make the land resources in disposition unreasonable greatly. In order to improve the land utilization rate,China should actively promote the rural land circulation,to explore the suitable the land transfer mode of rural land circulation scale based on China’s national conditions, to promote development of the reform of rural land system in normative and orderly, sustainable mode.So the connotation of of the circulation of rural land has become one of the key direction of the relevant government departments and academic circles.Xuchang is a city dominated by agriculture, with the significant, "big country, big city", in a way, Xuchang is the microcosm of China’s two structure in urban and rural areas,to explore the land transfer experience will have reference meaning to China.In the reform comprehensive of urban and rural planning of Xuchang city, to explore accord with the situation of Xuchang City, and with the scientific and effective mode of land transfer, improve the land utilization rate, and on this basis to improve the rural social security system, will get the strong practical significance to build the harmonious political, economic, social, ecological development environment.This paper discusses the rural land circulation problems based on the above research background of Xuchang City. The author of Xuchang City Land Bureau and various counties and some land transfer large field interviews, and then found out the problems and further analysis of the causes of the problems and finally put forward the suggestions and measures in the process of rural land circulation in Xuchang City.The paper put forward constructive suggestions of the innovation of rural land circulation system from the clear agricultural land property rights protecting the farmer’s income, improving the innovation of rural land circulation system, establishing and make the relevant supporting service system perfect, in order to promote land circulation in rural area of Central Plains is more reasonable and in order, so as to bring comprehensive development of the overall situation of the rural economy and society, and can provide reference of the rural land circulation for the Central Plains region as well.
