Research On The Selection And Development Of Xinjiang Advantage Industry Under The Background Of Opening To The West

The strategy of opening up to the west of China is a major step to meet the development of economic globalization and regional economic integration, and is also an important strategic to build a new pattern of all-round opening to the outside. Xinjiang is located in the northwest of our country, it has an important status in our country open to the west strategy for the surrounding border of Xinjiang with eight countries. Xinjiang is an important gateway and the bridgehead when relating to the opening to the west of our country. Xinjiang must make full use of two resources and two markets at home and abroad in order to perfectly finish the task of opening to west. The backwardness advantage, location advantage construct the industrial support of open to the west. The advantage industry in the process of the evolution of industrial structure and adjustment plays a special role, reflecting a country or a region’s forward-looking characteristics of transformation and upgrading of industrial structure. Therefore, the selection and development of Xinjiang advantage industry to the have great benefits to promote Xinjiang’s industrial structure adjustment and upgrading, improve industry international competitiveness and ability to further enhance the opening to the west of Xinjiang. It also have significance strategic effect on Xinjiang economy leapfrog development, people’s living standard improvement, and maintain the stability.We first define the connotation of advantage industry of opening to the west of China based on the analysis of superiority industry and the open economy development at home and abroad. And on this basis, we analyze Xinjiang advantage industries of opening to the west from five aspects respectively: First of all, we carry on an analysis and evaluation on the opening to the west of Xinjiang industry’s present development situation; Second, we build the opening to the west of Xinjiang advantage industries selection index system from four aspects: the ability of opening to the outside world and economic benefits, the comparative advantage and sustainable development ability, and use factor analysis and grey fixed weight clustering analysis method to determine the combination of opening advantage industries of Xinjiang to the west; Third, we use super efficiency DEA model and panel data model to study advantage industry level of performance and its influencing factors of change under the background of open to the west of Xinjiang; Fourth, under the background of opening to the west and “new silk road economic belt” construction, developing Xinjiang advantage industries is facing many opportunities and challenges; Finally, on the basis of comprehensive analysis of the advantage industries of Xinjiang development, we put forward strategies to cultivate Xinjiang advantage industries under the background of opening to the west.Through the research, this paper argues that under the background of opening to the west of Xinjiang, advantage industry in general can be divided into two types: the existing advantage industries and potential advantage industries. The existing advantage industries include electrical machinery and equipment manufacturing, leather fur feathers(fine hair) and its products, furniture manufacturing, rubber and plastic products industry, food and so on five types of industries; Potential advantages includes industrial textiles, textile and clothing shoes and hats manufacturing, chemical raw materials and chemical products manufacturing, non-metallic mineral products and nonferrous metal smelting and rolling processing industry, instruments and meters, cultural and sports supplies 6 class industry, etc. Total factor productivity of opening advantage industries is increasing year by year, but the overall level remains to be improved, the existing advantages and potential superiority industry total factor productivity level differences between total factor productivity and part of industries is still in the state of non-effective. Science and technology innovation level, enterprise scale, the degree of marketization, factors such as physical capital investment and trade openness can affect the performance level of the open to the west advantage industry, but the influence of different factors effects are different. Open to the west of Xinjiang development advantage industries have the advantages of geographical location advantages, the international thoroughfare, regional cooperation basis aspects of advantages, however, these industries faced with multi-level development predicament, such as the complicated international and domestic security situation, sub-regional cooperation organization obstacles, the international logistics system lag, fragile ecological environment and so on. Above on, we proposed some suggestions to promote the development of advantage industries opening to the west of Xinjiang.
