A Research On The Development From Resource Advantage To Industry Advantage Of Shaanxi

The economy of china is developing rapidly since the beginning of the new century, and the living standard of Chinese has been improved significantly. However, at the meanwhile, the economy development of different area becomes unbalanced. Specifically, the gap between the western and eastern China is becoming larger. Shaanxi has an advantage in its oil and gas resources and a good potential on the development of the oil industry. However, the development of the oil and gas industry in Shaanxi is too slow for the economy of this area. The author think that the most essential reason is that Shaanxi failed to retain its advantage and exploit its resources advantage to develop industry advantage during its economy development.In this paper we taking the oil and gas resources as an example, using the comparative advantage and competitive advantage theory as a foundation, deeply study that how to put Shaanxi oil and gas resources advantages into an industrial advantage. The main contents are as follows:(1) we analyze the current development of Shaanxi oil resources and oil industry. The empirical study shows that Shanxi has an advantage on its oil resources.(2) We calculate the location quotient of27industry departments in Shaanxi province. The results show that this province holds good potential on the development of oil and gas industry.(3) We construct an evaluation index system of oil and gas industry in Shaanxi with grey relational analysis. Through an evaluation of the competitiveness of gas and oil industry in Shaanxi province, we find that the results further validate the oil and gas resources advantages in Shaanxi, but the oil and gas industry in Shaanxi has not gain an industry advantage with core competence.(4) We focus on the problem that we found on empirical data, and analyze the obstacles that prevent the oil resources advantage from being developed into an industry advantage. Through the summary of the model proposed in last chapter, we find that the obstacles that prevent the Shaanxi oil industry advantage from being developed are: incompleteness of industrial chain, lack of concentration of industry and industrial policy focusing on mining.(5) We propose the critical path selection method for transforming the resources advantage to an industry advantage according to the obstacles described in the fourth part, and exploit the critical path to propose some suggestions to oil industry policy.
