Based on the 121 group of agricultural industrial structure adjustment, agriculturalcompany function area transformation, multiple income workers under the conditions of farmtechnology talent team construction is facing new opportunities, new challenges. Based on research results related to the theoretical basis of human resource management and a large number of scholars on the performance appraisal of relevant issues, explore the performance evaluation system of agricultural technology personnel. According to the actual situation of Xinjiang regiment of the eighth division 121 regiment of agricultural production,agricultural technology promotion, agricultural technology talent team construction,comprehensive evaluation of the status of the 121 groups of agricultural technical personnel performance appraisal, to construct the performance evaluation system of agricultural technology personnel 121 regiment, and puts forward specificsuggestions on the implementation of the new system.First of all, on the birth and development of incentive theory, key performance indicators and other human resource management theory, and these theories on performance appraisalpractice comprehensively introduced and reviewed, and provide the basis for the subsequent definition of related concepts.Secondly, starting from the actual situation of the 121 regiment of agricultural industryoverall layout and agricultural technology personnel management, using comparative analysis, summarized, the fuzzy comprehensive evaluation and other research methods,draws the problems in appraisal index, appraisal cycle positioning, establish the setting,assessment, application, evaluation results relationship such as the scope of the current performance evaluation system of 121 group of agricultural technical personnel to the conclusion.Finally, the whole of agricultural technical personnel performance appraisal based on thegrasp the key link, in accordance with objective laws of the 121 regiment of agricultural production, to the related theory and research background as the guidance, theoptimization suggestions for the 121 regiment of agricultural technology personnel performance appraisal is proposed, from the performance appraisal framework, assessment indicators, assessment methods, assessment staff etc. to construct the 121 regimentof agricultural technical personnel performance appraisal system.
