Enterprise operation could not be divided from human resource management, while performance management is becoming the key of human resource management. Performance management is the drive of maintaining and improving productivity of enterprises, and an effective means of reaching strategic goals and operation targets. However, most enterprises take performance management as performance appraisal, mistakenly putting too much attention on the results of performance appraisal. Instead of intentionally employing performance management system to convey organizational objectives to the employees, most enterprises are weak in making employee ability development plan basing on the results of performance appraisal, simply regarding performance management as criteria of personnel decisions. Thus, building a thorough performance appraisal index system and a sound performance management system is the core objective of performance management and the key of realizing organizational goals.First, this thesis introduces the background and meaning of building QS performance management index system, reviewing the situations of developed foreign countries’ such as US., Germany, Japan and etc., and domestic performance management theoretical research from the perspective of theoretical basic research and performance appraisal index system. This thesis has two innovation points : 1. this thesis takes indicators of environmental into performance appraisal system, and takes the thoughts of “sustainable development” and “people-oriented” throughout the full text; 2. this thesis builds a flexible indicator system with optional indicators and adjustable index weights. Second, this thesis introduces theories relating with performance management, such as performance management, performance appraisal, and the relationship between these two. And this thesis also analyzed methods of performance appraisal and the fields of application of these methods.After fully analyzing the current performance management situation and existing problems of QS, combining its operating model and objective, this thesis decides to employ Management by Objective(MBO) and Key Performance Indicator(KPI) to build the performance appraisal indicator system of QS. Taking the influence of indicators of environmental and seasonal factors into consideration, this thesis modifies the indicator system from the perspective of self-inspection and interior appraisal. And the indicator system is refining and resolving to form an indicator system consisting individual performance appraisal indicators. In order to optimize performance management, safeguard mechanisms like performance feedback, performance appeal, performance improvement and etc. are built to promote the operational function of performance systems.
