Water resources is the motive force of economic development in China, so is important. Under the background of the contradiction between supply and demand of water resources is so sharp, urban domestic water price market regulation mechanism has not yet formed, the residents waste water is serious in our country, further stimulated the contradiction between supply and demand of water resources in our country. Price is the effective measure to adjust the residents’ demand, establishing reasonable water price, can achieve control of residents water consumption, avoid the waste of water resources. Therefore, scientific and rational urban domestic water price has important practical significance.Firstly, the paper provides an overview of city residents living water pricing theory, including three parts:the connotation of city water, urban water pricing theory basis and the influence factors of urban water price. Secondly, after understanding and analysis of the current situation of Shijiazhuang city residents living water, based on the defect of comparison and induction of various water resources pricing models, puts forward the stepped price advantage,and the establishment of ladder type water price model, analysis for Shijiazhuang city residents living water ladder metering water prices empirical. The scheme feasibility argumentation and safeguard measures on the implementation of Shijiazhuang ladder water price is put forward.Through these studies, the following conclusions:(1) The water of Shijiazhuang City in Hebei Province, whether compared to other cities, or their own longitudinal compared to the total and per capita water resources are not optimistic, the city is a serious water shortage, face the residents living water demand has increased, Shijiazhuang water price is low, the single water can not effectively restrain the water demand and the fact that low water price can not make up for the cost of water supply.(2) In this paper, the Shijiazhuang city ladder water price scheme for the three ladder water price, price 3.4 yuan a first step,the base 6 cubic meters of water, the second step price 5.1 yuan, base 9 cubic meters of water, higher than 9 cubic meters of water to perform the third of the price ladder 10.2 yuan,and the number of family more than three people, each one more person can apply to increase the number of base 2 cubic meters.(3) Price ladder program in a reasonable amount of water each floor price in favor of the development of effective utilization of water resources, while taking into account the realities of low-income people, in favor of the principle of fairness.
