The evaluation of the operating efficiency of public rental housing is an important index to measure the performance of the government. At present, the construction of public rental housing in our country is passing through the supplementary period when its policy making, distribution, and operational mechanism are not perfect. So, it is necessary to give an objective assessment to the current public rental housing. The government will feedback and investigate the policy timely and improve the policy system constantly so that the low-income families can really enjoy the welfare brought by the national Housing Project.In this paper, from the perspective of public tenants evaluation to the performance of the government led construction, evaluated the efficiency of the performance of public rental housing policy, distribution of performance, performance goals. Through the establishment of public rental housing operating efficiency index system, applying the Ordered Probit regression model analyze the main influencing factors of the public rental operating efficiency. The main conclusions of this study are as follows:(1) Constructing the evaluation index system of the satisfaction of public rental operation efficiency. The evaluation index system of tenants satisfaction is the basis for evaluation and measurement of tenants satisfaction situation. In this paper, with reference to domestic and international rental operation efficiency evaluation index function and the selection principle, the overall evaluation of operational efficiency of public rental housing satisfaction is set as the first level indicator, and the 6 dimensions of policy performance, distribution of performance, performance target is set as the second level indicators. Also there are 16 third level satisfaction index, and then test whether it is scientific, reasonable to policy objectives.(2) Establishing public satisfaction of operation efficiency of housing Ordered Probit model, and confirming the influent factors of the access and exit′s operation efficiency of public rental housing. The results show that there are six factors influencing the satisfaction obviously : the income requirements regulated by government for affordable housing eligible families, the allocation of the housing area, apartment layout to the tenants, affordable housing rents, residential property management, work efficiency of the housing security department, fairness and justice of affordable housing allocation process(such as qualification, sorting, distribution etc.)(3) Improving the advice of access and exit operation efficiency of public rental housing and analyzing the practice of mature multinational affordable housing in the process of operation, which provides reference for the refinement of our public rental housing security object, distribution, post operation and management. For example, Relaxing the barriers to entry, improving allocation efficiency;Optimizing the qualification and stacked-ranking system of public rental housing to ensure its fair distribution;at the same time, Improving the adjustment mechanism of rental variation and establishing the Trinity management system to provide new ideas and references for the government.
