Both in academic and business community recognize the organizational performance’s important position to the enterprise. Numerous studies show that organizational learning has a positive role in promoting organizational performance. Action learning breaks through the limitation of the traditional learning mode, it reflects the effectiveness of excellence in solving practical problems of enterprises and improving enterprise organization performance Organizational. This article selects Qinhuangdao Dicastal Sinolion Wheel Company for the study, the main purpose is to construct a set of action learning system which is designed to improve organizational performance of Dicastal Sinolion, and propose specific embodiments of the system, analysis the performance improvement effects of Dicastal Sinolion combined with using the system and programs in Dicastal Sinolion concretely, demonstrates the effectiveness of the system and the implementation of action learning programs.Firstly, the paper analyzes the current situation of Dicastal Sinolion organizational performance improvement methods and the current situation of the performance improvement systems, summarizes the company’s existing organization performance improvement and management methods by the interviews, and uses the questionnaires to introduct the effectiveness of existing performance improvement methods, and analysis the Dicastal Sinolion existing organizational performance system and problems of the system.Secondly, this article constructes Dicastal Sinolion action learning system. Combined with relevant concepts and theories,it clarifies the construction principles, goals and ideas of Dicastal Sinolion action learning system,builts on Dicastal Sinolion key performance indicators(KPI) hierarchy based on the Balanced Scorecard(BSC) theory, and combs the action learning system processes; it designes the implement of the action learning system, combines with Analytical Hierarchy Process(AHP) and fuzzy comprehensive evaluation method to determine the the introduction of the Analytic Hierarchy Process(AHP) and fuzzy comprehensive evaluation method to determine Dicastal Sinolion action learning projects, and proposes technical roadmap of action learning system implementation of the program and provided foundation for the below corresponding research.Finally, it analysises the implementation process and its implementation effects of Dicastal Sinolion action learning systems and programs. Combines with the specific circumstances of Dicastal Sinolion company, Implementes the implementation plan specificly in accordance with the foregoing action learning system designed in the company, From both the financial and non-financial performance to analysis the organizational performance lifting effect in Dicastal Sinolion, Verifies the practicality and effectiveness of Dicastal Sinolion action learning system and the program in improving organizational performance aspects.
