The military enterprise represents a high-tech sector emerging from military technology development underlay by employment of the national defense technology. The military industry is accommodating and reforming its policies in a thorough manner to meet the advancement of a more aggressive market economy as the conventional strategy for a planned economy is phasing out.Internal procurement management, an essential section of the management system at large, is intrinsically unique and complex. It has emerged as a subject of dire attention foisted upon the military enterprises to conduct an analysis on procurement performance management in a comprehensive and scientific fashion and put it into practice. This thesis delved into the applicability and practice of the balanced scorecard(BSC) at specific settings of enterprises by the introduction of the Kaitian Institute of Optics and Electronics as an model example which initiated the BSC as early as 2008. The system is now stretching its purview from top down. The middle and high level management is copying its success at the general corporate structure to internal operative departments.The procurement department of the Kaitian Institute of Optics and Electronics has conducted an analysis of the applicability of BSC at the context of the specific department within. It has brought the superiority and disadvantages, constrains and pitfalls and challenges within itself under the spotlight by performing the SWOT analysis. A tactic map at the department setting has been formulated by breaking down an overall strategy into small bits. Furthermore, four dimensions have been established for gaugeobjectives and value, clients and rating, process flow and criteria, learning and growth. It has further fleshed up a set of parameters including the procurement plan, storage cost and employee training. The BSC performance management system is fabricated conjugating the short term and long term objectives of the department as well as full business flow. The system has optimized the capacity of material management, provided a congruous performance management plan, mitigated the discordance within breathing new life into the procurement sector, retooling it to be the “third engine for profits”. The performance of an enterprise comes down to the performance of its business departments which they employs the BSC system to boost. The specificity underlying the military enterprises separates them from their regular commercial counterparts. This thesis has adduced practical tactics for the application of the BSC system and flexible adjustment to the four dimensions, setting up a platform for the military enterprises to engage.
