Our country is a big developing country with a population of one billion three hundred million, and the agriculture is the basis for the development of various undertakings in our country. So the agricultural development level has very important significance of domestic social stability and unity and the smooth development of national economy. Jilin province is China’s agricultural province and the national important commodity grain production base, and agricultural development condition is superior. For a long time, the provincial party committee, provincial government always attaches importance to the development of agriculture. Through unremitting efforts, our province’s agricultural efficiency, agricultural production, agricultural infrastructure conditions have made great progress, in order to achieve a higher standard of agricultural modernization and laid a good development environment. But through this achievement we can also see a series of existence insufficiency, due to various reasons such as specific historical factors, the influence of agricultural comprehensive production capacity of Jilin province and there is gap compared with advanced provinces, realizing agricultural modernization is still a long way to go.In this paper, based on the modernization of agriculture in Jilin province development characteristics and development needs making the objective basis, and using the principal component analysis to comparative analysis Jilin province agricultural modernization level and evaluation, discussing the advantages and obstacles factors in the process of development, and puts forward the countermeasures and suggestions to promote the development of agricultural modernization in Jilin Province. The first part mainly from the agricultural economic structure, labor productivity and land productivity, agriculture "four modernizations" level, labor levels, the characteristics of agricultural sustainable development level and the level of social and economic development and other aspects to describe the development of agricultural modernization of Jilin province. The second part from the level of agricultural production inputs, the comprehensive agricultural production, agricultural structure, agricultural sustainable development level of economy, social and economic development level five aspects construct the index system. And using the principal component analysis to Jilin province agricultural modernization level time series analysis and the horizontal comparison analysis and evaluation. Come to the conclusion: nearly 13 years, the development level of agricultural modernization in Jilin province is increasing, and growth good. But compared with the national, the comprehensive master score of the development level about the agricultural modernization in Jilin province higher than the national average of 0.279, But lower than Shanghai, Beijing, Tianjin areas, and in the stage of the national fourteenth, the development level of agricultural modernization is at the upstream level. The third part according to the evaluation results, analyzed the influence of the favorable conditions and factors hindering the development level of agricultural modernization of Jilin province. At last put forward some countermeasures and suggestions to promote the development of agricultural modernization in Jilin province, such as raising the level of agricultural mechanization; strengthen the water conservancy infrastructure construction; the development of education in order to improve the quality of farmers; improve the land transfer mechanism, to promote the moderate scale management of land; improve the agricultural policy support system and social security system; to cultivate the new main body management, the adjustment of agricultural structure, promote agricultural industrialization management.
