With the coming of knowledge economy era, the Internet technology and human resources have become the key indicators of organization management and resources. The rapid development of the Internet technology request to the traditional human resource management(HRM) to change, in order to better integration of Internet technology and human resources management, improve employee initiative and creativity, improve the efficiency and core competitiveness of the organization. Electronic-Human Resources(e-HR) as a new research field and direction of HRM, have studied more and more rich in theory and practice.But the survey shows that, Chongqing City, there are many problems in the implementation of e-HR project, knowledge of e-HR system is not comprehensive, the application condition is not too ideal. It is based on the above situation, puts forward the research topic. In this paper, combined with previous theoretical results and practical experience, first to the electronic-Human Resources connotation, development history and development trend at home and abroad are compared and analyzed; then, the use of literature analysis, questionnaire investigation, interview, comparative analysis and other methods of investigation and analysis of current situation of Chongqing City electronic-Human Resources, and the e-HR project the implementation of the existing problems in the process were analyzed; finally, from three aspects that need to pay attention to the implementation of the electronic-Human Resources project: the macro environment, its scientific planning and government policy support, and puts forward some ideas and Countermeasures of effective implementation and optimization of e-HR project. Through the research on the theory and practice of e-HR system, this paper makes the following conclusions:First, the electronic-Human Resources, namely e-HR HRM, is a new idea and a new mode of human resource management based on Internet/Intranet and electronic commerce network in order to achieve the strategic status of technical platform, comprehensive, people-oriented. It can make the organization to promote the efficiency of human resource management and value, change the mode of human resource management, enhance core competitiveness.Second, the correct understanding of electronic-Human Resources comprehensive. E-HR system is a new mode and technical solution of HRM, and all of the contents of HRM and HRM not solve all problems million check elixir. In the implementation of e-HR system should realize informatization and HRM is the relationship between means and purpose, the level of human resources management in Chongqing City, the smooth implementation of e-HR project is more critical for. Because of information means only with a certain level of HRM binding, can truly achieve its technology platform advantage, to improve the core competitiveness of the organization, take time for the challenges of knowledge economy.In third, e-HR in the development of Chongqing city is faced with many challenges, lack of system of macro environmental considerations, the lack of scientific system of its planning and feasible policy support factors that disturb the smooth implementation of e-HR project. E-HR implementation process is a complete project, which includes macro environment(information platform, philosophy, culture, system, personnel, etc.) optimization, system planning(planning, selection, implementation, application) attention, policy support of many links.The electronic-Human Resources, has become a new research direction of human resource management, provides a scientific and effective reference for the effective implementation of e-HR project organization; to improve the organization efficiency, enhance the comprehensive strength of the organization, has the important practical significance to win the initiative in market economy.This research is the electronic-Human Resources in the entire city of Chongqing, mainly selected Chongqing administrative units, institutions, utility companies and other as the research object, is a regional problem, only depending on the market itself can not finish the work must be led by the government to promote, develop and implement the policy to better a series of the electronic-Human Resources. The research is the government angle of view, but is not the enterprise angle of view, belongs to the public management discipline.
