State-owned enterprises as the basis of the socialist economic system, has been a hot issue that the government concerned. With the establishment of market economy, state-owned enterprise faces enormous challenges. The state-owned enterprise leadership at the helm of the state-owned enterprises has a close relationship with state-owned enterprises economic and social benefits. Therefore, only the high competencies leadership of state-owned enterprises established, state-owned enterprises can promote the economic and social benefits.This paper selects leadership of state-owned enterprises in Chongqing for the study and attempts to explore the competency problems of the current leadership of state-owned enterprises in Chongqing. And from the government’s point of view, this paper proposes suggestions of construction of high competencies leadership of state-owned enterprises. The main conclusions of this study are as follows:① From the current situation, the leadership competencies of state-owned enterprises in Chongqing level is not high. The score is between the general and better. The specifically Score is: ideological and political quality>personal mature> progress pursuit> organization and management ability> to co-ordinate the decision-making capability>leadership team> grasp opportunities and problem solving skills>general knowledge. Different ages, different educational background and different professional state-owned enterprises leadership there are significant differences in the quality level;②From view of the problems, leadership competencies of state-owned enterprises in Chongqing is not high; leadership abilities of state-owned enterprises are relatively low; leadership of state-owned enterprises lack comprehensive knowledge; post-secondary education and below leadership competencies of state-owned enterprises are relatively poor; internal elected and superiors appointed leadership competencies of state-owned enterprises are lower than the market elected; technological leadership management competencies of state-owned enterprises are relatively weak;③Suggestions of promoting competencies leadership of state-owned enterprise in Chongqing, mainly from the environment, selection, evaluation, motivation and supervision. The first is to optimize the environment of promoting leadership competencies of state-owned enterprises; the second is market innovative government services of the selection mechanism; the third is to improve the government-led scientific assessment mechanism; the fourth is differentiated incentives to improve the government chosen; and finally improve the government’s overall strengthening of oversight mechanisms.
