The “potential rules” have been proposed by Professor Wu Si, which is caused widespread concern in society. And some scholars focused on its impact on the management field and give it a name called potential management rules. At present scholars didn’t reach an agreement on potential management rules. On the basis of literature analysis, We accept Hu Ruizhong’s accounts, and deem that potential management rules is a neutral. It is gradually formed on the basis of decision-making norms, ideological value, enterprise atmosphere, management value in the enterprise management activities, which is some unwritten standard of behavior, can constraint employees’ behavior and the activities of management. What’s more, it is also recognized and followed by the employee and do not need the intervention of organization. At the same time it can be divided into benign potential management rules, neutral potential management rules and bad potential management rules, and the benign potential management rules has a promoting effect on the development of enterprises, which is existed with formal rules at the same time, and they can transform each other. potential management rules and formal rules contradict each other, which has a negative impact on the development of enterprises.At present the research of potential rules mainly focused on the political field. Some scholars found that potential management rules also have a positive impact on employee behavior through the empirical study in recent years, which make more and more scholars pay close attention to the impact between the management rules and the administration. Based on the analysis of the literature, the potential rules and potential management rules are defined, then we put forward the research hypothesis and conceptual model among potential management rules, affective commitment and organizational citizenship behavior. With the employees as the research object in small and medium-sized enterprises of Chongqing, Chengdu, Shanghai, we use the correlation analysis, regression analysis to explore the relationship among potential management rules, affective commitment and organizational citizenship behavior in small and medium-sized enterprises., and analysis the reason for research conclusion.Research shows that: The potential management rules in small and medium-sized enterprises tends to benign potential management rules, which has significant positive effects on affective commitment, and also has significant positive effects on organizational citizenship behavior and its various dimensions. In small and medium-sized enterprises, affective commitment has significant positive effects on organizational citizenship behavior and its various dimensions. In small and medium-sized enterprises, affective commitment plays a part intermediary role between potential management rules and organizational citizenship behavior, and also plays a intermediary role between potential management rules and various dimensions of organizational citizenship behavior.Finally, this paper Summarizes the research conclusion, and puts forward relevant suggestions on enterprise management, which is expect give managers a direction to recognize the potential management rules, use benign potential management well and avoid the bad potential management.
