With the growing saturation of central district, the speeding up urbanization process and the substantially increasing family car ownership, the development of the new urban district has become an important form for seeking urban spatial expansion and new economic growth. The development of commercial real estate has significant influence on the orderly development of new urban. With the rapid development of the new urban district, the commercial real estate also gains new opportunities for growth. But the characteristics of new urban district and the difficulties of the commercial real estate development bring many problem to the development of the commercial real estate, including the lack of experience, the low population density, the lagging behind demand of commercial real estate development, the conflict between the rapid pace of development and the long rearing period, the low occupancy rates and rents, high risk and so on. Because of the existence of the above problems, the path for the development of commercial real estate in the new urban district is long and tortuous. It is very necessary to study the development model of commercial real estate for the new urban district. However, strategic choice is an important part of the early study of the commercial real estate development. The study of genera and regular models also has significance importance for the development of commercial real estate.Firstly, the concept of commercial real estate development model and the characteristics of commercial real estate of the new urban district were concluded, which would establish the basis for the conclusion of commercial real estate development model. Secondly, from the momentum, the development path, and the service object angle, nine kinds of commercial real estate development model were put forward for the new urban district on the basis of these characteristics in different stages. At the same time, the strengths, weaknesses and conditions of each model were analyzed. Finally, based on the research of the factors of commercial real estate development in the new urban district, the evaluation index system was constructed by expert scoring method and analytic hierarchy process, and the model selection process was carried out at the same time. Then based on the results, the perfect strategy was selected from the models.Hua Yan New District, as a increasing prosperity district of Chongqing, is the representative for the commercial real estate. Based on the theory research in above, taking Chongqing Hua Yan New District as an example, the paper determined the weight of indexes by the decision–making method combining with qualitative and quantitative analysis, and concluded the important indexes, which had important influence on the development of commercial real estate. These indexes included investor’s confidence, consumers’ purchasing power, location and so on. Based on the model selection process, the paper chose shopping centers model or combination of large anchor store and commercial streets as the suitable development model for Hua Yan New District, which also verifies the feasibility of the method.
