Since the ancient times, the Housing is an important livelihood issue which is related to the well-being of the people and national security. After the welfare housing distribution system converts to the commercialized supply of housing, China has experienced rapid economic development and rapid urbanization of the times since 1998.However, due to rising prices, while the living standard constantly improves, the phenomenon that the low-income class are unable to solve their housing problems by market or lease has also been gradually exposed. In order to alleviate the housing contradictions, the government began to build affordable housing, but in the process of rapid construction, due to existing hysteresis of the thought of performance evaluation of affordable housing’s location. The thought of performance evaluation towards economical and political achievements has results in: hollow, marginalized, living differentiation and "invalid supply" and other issues. These problems not only influences the housing security’s original intention but also affects the benign development of residential structure of the whole city, arousing the attention of the academic field.Chongqing has formed the "5+1" housing security system which takes the public rental housing as the core since it first built affordable housing in 2001. This dissertation takes the affordable housing in Chongqing master district as the research object, through making summary of the macro and micro characteristics of location performance, it is believed that the performance of affordable housing’s location in Chongqing is poor. Then, according to the basic needs of the residents of affordable housing, this dissertation constructs the performance evaluation system of affordable housing’s location from four aspects: economical performance, facility performance, transportation performance and environmental performance. After evaluates the affordable housing in Chongqing master district at middle range and making use of GIS spatial analysis technology, this dissertation puts forward that the ideal location of affordable housing should obtain economical benefit and social benefit balance and maximization. In addition, this dissertation also studied the relevant strategies to improve the performance evaluation of affordable housing’s location in Chongqing master city, in expectation to better solve the housing problems of low-income class and to make contribution to promoting both equity and efficiency of city living.This dissertation is divided into four parts with seven chapters and is organised as follows:Part One is Chapter One, it mainly elaborates the background, research significance, research contents, the relative conceptions and the framework of this dissertation and so on.Part Two includes Chapter Two and Chapter Three. It reviews the basic theory and status research of this dissertation, summarises the relevant domestic and foreign research about affordable housing’s location and performance evaluation, combs outstanding practical experience of public housing construction at home and abroad. Then, it focuses on research and summary of the current performance evaluation of affordable housing’s location in Chongqing master cityPart Three includes Chapter Four and Chapter Five, it is the core part of this dissertation. It mainly refers to the construction of the performance evaluation of affordable housing’s location and field study of Chongqing.In Chapter Four, after determines relevant principles and analysis scale, this chapter constructs the performance evaluation of affordable housing’s location through selecting relative indicators of this system. In Chapter Five, according to the evaluation system and making use of GIS analysis tools, it selects three representative middle range area to carry out the performance evaluation research, the results turns out that the facility performance of the affordable housing in Chongqing master district is good, while the score of traffic performance and environmental performance are relatively low. Overall, there is a certain gap in most current scores and the score of the balanced affordable housing.Part Four includes Chapter Six and Chapter Seven, it is the conclusion of this dissertation, including strategy research of promoting performance evaluation of affordable housing’s location and summary.Chapter Six summaries related strategies to improve performance evaluation of affordable housing’s location, respectively from aspects such as economic, facility, transportation and environment, in hope to guide the future construction. Chapter Seven summaries the main conclusions and deficiencies of this dissertation, and then make forecast about future study of performance evaluation of affordable housing’s location.
