Research On The Fuction Of Town Government In The Construction Of Small Towns

The construction of small towns is an important part of the urbanization strategy in our country, which is also the inevitable choice of history to realize the urbanization. It is of great significance for the development of rural economy, promoting the coordinated development of urban and rural areas, and improving urbanization and industrialization of our country. Since China’s reform and opening up, the construction of small towns in promoting the development of rural economy, absorbing rural surplus labor force, narrowing the differences between town and country has obtained certain achievement. But due to various reasons, there exists some prominent problems in the process of the development of small towns, such as unreasonable urban layout, backward infrastructure and hard to play the role of absorbing rural surplus. Some problems appeared that limit the development of small towns and it puts forward new and higher requirements for the local government, especially the grass-roots government. This article adopts the research method of theory with practice, carring on the empirical research about the government function positioning in construction of small towns with the objective example of the construction of Majia Town in Quanzhou.This artile cosists of five parts. The first part elaborates the background and significance, looks back upon the research status about the construction of small towns and the town government function positioning, states the research ideas and research methods, establishes a basic framework and ideas for the concrete analysis below. The second part elaborates the basic concept of construction of small towns and the town government function,and the town government function in construction of small towns. The third part elaborates the status of pilot Majia Town’s function, the problems and the causes on the basis of the above theoretical analysis. The fourth part proposes strategies to improve the town government function. The fifth part is the conclusion and prospect.
